OOCL CHINA (Hong Kong) Fully cellular containership OOCL China (66046 gt, built 1996) was due to unload its cargo of chemical substances at Odessa commercial port on Sep 7 after arriving from Constantza. During unloading, and as a result of the high humidity, a reaction in one of the containers which contained silicon tetrachloride caused the formation of hydrochloric acid, which resulted in burning. Unloading work was stopped and a crash chemical team was rushed to the scene. Previously, for two weeks, the vessel had not been allowed to enter the port of Odessa because of decompression of one of four containers containing silicon tetrachloride. P&I Clubs are ship owner mutual clubs. P&I carry the cost of incidents, but owners don’t appear to react to reduce the premiums?
