8 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 19: Social Policy and Employment Chapter 22:Chapter 19: SOCIAL POLICY AND EMPLOYMENT Work on drafting the OP HRD 2012-2013 started in 2010 (through SWOT analysis to PRIORITIES); Principle of TRANSPARENCY (wide working group for defining priorities); Compliance with the principles of partnership through public debates (especially with trade unions, employers associations, NGOs, local self-governments); Principle of CONCENTRATION – resources and efforts concentrated on four priority areas ( employment, education, science and social inclusion); Ex-ante evaluation conducted and recommendations implemented; OP HRD 2012-2013 adopted by the EC on 18 October 2012; Draft Operational Identification Sheets (OIS) finalized Programming process

12 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 19: Social Policy and Employment Chapter 22:Chapter 19: SOCIAL POLICY AND EMPLOYMENT Measure 1.1: Supporting the implementation of the most productive labour market measures for the labour force quality and employment Indicative eligible activities: -Supporting the training of the National Employment Agency in preparing project ideas and designing projects at the local level (7 Branch Offices) - to enable them to provide logistic support to grant beneficiaries, as well as to improve specific skills relating to development, assessment, implementation, monitoring and evaluation of active employment measures. - Awarding grants with the aim to support projects which will increase the employability of unemployed and meet the employers’ needs through trainings. Target groups: -National Employment Agency -Employers -Licensed training providers -Non-governmental organisations/associations -Municipalities -Chamber of Commerce -Social partners -Unemployed, especially long-term unemployed, women and youth Priority Axis 1: Efficient and inclusive active employment policy measures

Target groups: - VET Centre - pupils - teachers - schools and other education providers - unemployed and employed - social partners (trade unions and employers). 14 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 19: Social Policy and Employment Chapter 22:Chapter 19: SOCIAL POLICY AND EMPLOYMENT Measure 2.2: Supporting improvement of innovative capacities in higher education, research and economy Indicative Eligible Activities: - Supporting the innovation skills development of students, professors and researchers, including the development of analytical and plan documents, methodology handbooks, innovated study courses and implementation of specific training programmes, if possible, those which ensure acquisition of licenses in order to be able to further transfer the knowledge. - Supporting the transfer of knowledge and development of innovation skills in enterprises. Target Groups: - Higher education institutions - Scientific and research institutions - Professors, researchers, students - Employees of enterprises - Employers Priority Axis 2: Enhancing skills, knowledge and competences for employability and competitiveness

Supporting greater access to labour market for persons with disabilities and RE population Indicative eligible activities: - Improving cooperation between the EAM Branch Offices and Social Work Centres with the aim to motivate and provide support to the process of active inclusion in the labour market; - Supporting grant beneficiaries in implementing the training and employment projects for persons with disabilities and RAE population. Target groups: - NGOs dealing with RE population rights - NGOs dealing with persons with disabilities rights - EAM Branch Offices - Social Work Centers - Employers - Licensed training providers - Municipalities Priority Axis 3: Enhancing Social Inclusion

16 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 19: Social Policy and Employment Chapter 22: Priority Axis 4: Technical Assistance Chapter 19: SOCIAL POLICY AND EMPLOYMENT Measure 4.1: Supporting the development of project pipeline Indicative eligible activities: - Support to implementing body in the preparation of tender documentation for service and supply contracts; - Support to implementing body in the preparation of guidelines for potential applicants; - Support to potential grant applicants in the preparation of their applications and in providing knowledge in project management Measure 4.2: Supporting Operating Structure in the implementation of the Operational Programme Indicative eligible activities: - Support to the Montenegrin OP administration regarding any aspect of management, monitoring, evaluation and control, including grant scheme management and procurement; - Procurement of equipment for OS - The preparation and implementation of information and publicity & visibility activities; - Support to OS for establishment and financing of IPA IV SMC - Provision of translation and interpretation services.

17 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 19: Social Policy and Employment Chapter 22Chapter 19: SOCIAL POLICY AND EMPLOYMENT Organizing conference for promotion of the Operational Programme 2012-2013 among main beneficiaries; Organising Shadow SMC meeting on request of EC; Preparation of Terms of Reference (ToRs) and Guidelines for Applicants (GfA); Preparation of Communication Strategy and Action plan Preparations for the new IPA financial perspective 2014-2020 (Operational Programme HRD) through: Monitoring and evaluation capacity development for the Western Balkans and Turkey (World Bank’s project), FRAME: Frame skills for future (ETF’s project), Begining of two twinning light projects aiming to support strengthening of the Operating Structure. 18 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 19: Social Policy and Employment Chapter 22Chapter 19: SOCIAL POLICY AND EMPLOYMENT To ensure readiness of the Operating Structure and to further strengthen its administrative capacities ; To strengthen the principles of partnership in Montenegro ; To work on promotion of the Operational Programme, its priorities and activities (TRANSPARENCY) ; To motivate potential grant applicants to prepare project proposals in order to absorb funds through IPA Component IV ; To get the accreditation for decentralized management system. Main Challenges

19 M O N T E N E G R O Negotiating Team for the Accession of Montenegro to the European Union Chapter 19: Social Policy and Employment Chapter 22 Coordination of donor assistance ; Co-financing – timely planning of responsibility for participating in assistance programmes ; Strengthening capacities of sectors and institutions which are assistance programmes beneficiaries ; Planning and intersectoral approach; Strategic orientation and link with national documents, planning of activities,... Clear understanding of main monitoring principles ; Decentralization or strengthening of institutions involved in independent management of EU assistance programmes Team work, sector experts in a new position with additional involvement; Large number of sectors and necessary setting up of priorities, with limited resources.
