Merit System The Merit System was established in the District in 1966 by an election of the classified employees. The system is governed by the California Education Code and sets out the process for appointing the Commissioners. The merit system is a method of personnel management which is designed to promote the efficiency and economy of the workforce and the good of the public.

Administering the Merit System The Personnel Commission is an independent body authorized by the state to be responsible for certain personnel matters affecting classified school employee. It is composed of three people appointed for three-year staggered terms. Personnel Commissioners must be known adherents of the principles of merit in employment, registered voters, and residents of the School District in which they are Personnel Commissioners. Personnel Commission Responsibilities The Commission has three core responsibilities as defined in the California Education Code: 1.Oversee a personnel management program based on merit principles. 2.Develop and administer rules governing employment matters. 3.Conduct appeal hearings on matters involving employee disciplinary action, employment examinations, and personnel policies and procedures.

Personnel Commission Department To execute its responsibilities of the Personnel Commission, department staff performs the following duties: Establishes and maintains a position classification plan Allocation of all positions to appropriate classes Arrange classes in occupational hierarchies (job families) Determine the relationships between job classes and within occupational hierarchies. Prepare job descriptions

Personnel Commission Department Cont’d Adopts guidelines to analyze jobs and develop valid employment examinations. Advertise vacancies for classified positions Develop and administer examinations based on job classifications Knowledge/Written exams Skills/Performance Exams Oral Board Interviews Create eligibility lists based on merit determined by those exams Placement of temporary employees Provisional assignments Limited Term assignments

Districtwide Classification Study On June 12, 2012 the Personnel Commission approved a Districtwide Classification Study of all positions in the Classified Service. The purpose of the Classification Study is to address changes in district organization and operations over the last several years, which may have affected the type, scope and level of work being performed. Personnel Commission staff will “audit” the positions by surveying incumbents, observing work processes, and verifying duties and responsibilities of incumbents and other employees in related positions. The Personnel Commission staff will also meet with the employee’s supervisor.
