1 CAA Sponsored Legislation Housing Production AB 2180 (Ting, D- San Francisco) – AB 2180 will expedite the building permit process. AB 2299 (Bloom, D-Santa Monica) - Legislation will require local governments to provide by ordinance for the creation of second units with limited parking requirements where the proposed second unit is located within one-half mile of public transit or shopping.

2 CAA Sponsored Legislation Housing Production AB 2501 (Bloom, D-Santa Monica; Low, D-San Jose; Daly, D-Anaheim) – Legislation expedites the determination process by a local government for a developer who makes an application for a density bonus in exchange for affordable units as defined by law. The local government cannot condition the developer’s submission of an application for a density bonus on the payment of an additional fee or preparation of an additional report or study that is not otherwise required by any other law. In addition, the local government cannot require public notice or hold a public hearing on the application.

3 CAA Sponsored Legislation Housing Production AB 2584 (Daly, D-Anaheim; Low, D-San Jose; Santiago, D-Los Angeles) – Legislation authorizes an entity that represents a developer (such as CAA) to bring an action to challenge a local government’s denial of a housing project in violation of state law.

4 CAA Sponsored Legislation Marijuana AB 2300 (Wood, D-Healdsburg) – This bill specifically allows property owners to prohibit the smoking of marijuana at the property.

5 CAA Priority Legislation Oppose SB 1053 (D-Leno) – Section 8 Mandate – This bill would require rental property owners to participate in the Federal Section 8 rent certificate program.

6 CAA Priority Legislation Oppose SB 1267 (Allen) - Rent: Unlawful Detainer: Withdrawal of Accommodations from Rent or Lease - This bill would have extended the one year protection for seniors under the Ellis Act to tenants who have a child attending primary or secondary school living in the unit. This bill would also have required owners to accept payment by mail and would have added five days to the effective date of “nail and mail” service of notices.

7 Fair Employment and Housing Act Proposed Regulations The draft guidelines:  Propose to establish an Unreasonable Occupancy Standard similar to the Uniform Housing Code’s maximum occupancy – doubling or even tripling what a property owner currently allows in a rental unit;  Would Require Owners to Allow Tenants to Smoke Marijuana at the Property; and  Would Assume a Tenant’s Request for an Assistive/Companion Animal is Reasonable.
