4 Executive Order 13423 This EO, signed in 2007, mandates Federal agencies to: Sec. 2.(d) require in agency acquisitions of good and services (i) use of sustainable environmental practices, including acquisition of biobased, environmentally preferable, energy-efficient, water-efficient, and recycled-content products, and (ii) use of paper of at least 30 percent post-consumer fiber content; Sec. 2.(e) ensure that the agency (i) reduces the quantity of toxic and hazardous chemicals and materials acquired, used, or disposed of by the agency, (ii) increases diversion of solid waste as appropriate, and (iii) maintains cost-effective waste prevention and recycling programs in its facilities;

6 New GSA Custodial Contract Language C.1.0.8 in GSA’s new National Custodial Guide Spec says “Green cleaning is a planned and organized approach to cleaning that uses products and processes that go beyond simple appearance and focuses on reducing impacts on human health and the environment.”
