How to Act Responsibly Follow the rules. Tell the truth. Admit your mistakes. Finish assignments with care and on time. Always act appropriately.

Detainees experienced extreme interrogation techniques. CIA and military said techniques were necessary to get information. Lower ranking individuals said they were following orders. Was their behavior responsible?
