I. The Civil Society Organisations Programme (DCI-CSO) AND The European Instrument for Democracy and Human Rights (EIDHR)

LOT 1 : CSO (Based on EC COM of 2012 on CSOs) The objective of the Annual Action Programme (AAP) for CSO is to enhance CSOs contributions to governance and development processes: actors in governance and accountability; partners in promoting social development; stakeholders in promoting inclusive /sustainable growth. Strategic framework and Action Plan on HR/Democracy aims to : 1) enhance the respect for implementation and observance of HR and Fundamental freedoms strengthening their protection, promotion and monitoring with the support to relevant CSO; 2) support, develop and consolidate democracy by enhancing participatory and representative democracy and strengthening the overall democratic cycle (reinforcing an active role for CSO within the cycle, the rule of law, reliability of electoral processes). CSO: to strengthen civil society organisations to contribute towards reinforced governance, accountability and inclusive policy-making. EIDHR: to support civil society and human rights defenders in third countries working on human rights (political, civil, economic, social and cultural rights) and democratisation. Lot 1 CSO : 5 specific objectives: Call for Proposals CSO-EIDHR 2015 Rwanda to promote transparency, accountability and public/citizen participation in the budget process/tracking and monitoring of policy implementation; to hold public authorities accountable at all administrative levels and while empowering citizen participation in policymaking and evaluation; to monitor and report on Abunzi Mediation committee 's activities quality and performance; to strengthen the capacity of community radios as space for accountability at local and national levels, to encourage public debates and dialogue; to enhance free flow of information between the Government of Rwanda and other stakeholders of Rwandan society (Private Sector, non-profit private Media, Civil Society and the Citizen)

Lot 2 EIDHR : 2 specific objectives 1/ To strengthen Rwandan citizen's capacity to actively participate in the democratic and election processes at local and central levels, as well as to increase citizen participation by : providing relevant civic and voter education tools and trainings on the democratic or electoral cycle; strengthening Rwandan civil society organisations as a key mechanism for effective oversight of the electoral process; enhancing citizen access to information on the election process and procedures, and promoting transparency and accountability. Lot 2 EIDHR : 2 specific objectives 2/ To support Rwandan civil society organisations in promoting and implementing the rights of detainees as part of contributing to improvement of the administration of the criminal justice system, by: promoting and increasing access to legal aid in the criminal justice system, with focus on vulnerable and marginalised people; raising awareness on reducing unlawful detention beyond the legal maximum; promoting and raising awareness among the judiciary and legal practitioners regarding implementation of alternative measures to detention in both pre and post-trial phases; promoting enforcement of judgment Call for Proposals CSO-EIDHR 2015 Rwanda

A.Lot 1 Priority Issues In addition to the specific objectives Actions that promote budget transparency and accountability, including developing the capacity of local CSOs as well as citizen participation in monitoring budgets at national and local levels; Actions supporting civil society participation in public accountability including actions that enhance the capacity of CSOs to develop networking capacity and policy advocacy skills; Actions aimed at strengthening the capacity of community radios to enlarge the space for debate and dialogue. Actions aimed at enhancing the free flow of information between the GoR and other stakeholders of Rwandan society (the Private Sector, the non-profit private Media, the Civil Society and the Citizen). Lot 1: Civil Society Organisations The Projects Project Location: in Rwanda Project Duration: between 24 and 48 months Size of the grants: minimum amount: EUR 300,000 maximum amount: EUR 600,000 Co-financing: min. 50 % and max. 90% of the total eligible costs of the action. Rwandan applicants: up to 90% of the total eligible costs of the action Non Rwandan Applicants: up to 75% of the total eligible costs of the action Call for Proposals CSO-EIDHR 2015 Rwanda

Lot 2: EIDHR The Projects Project Location: in Rwanda Project Duration: between 12 and 36 months Size of the grants: minimum amount: EUR 100,000 maximum amount: EUR 300,000 Co-financing for all CSOs: min 50% - max. 95% of the total eligible costs of the action. Call for Proposals CSO-IEDHR Rwanda The Projects Should be aimed at achieving one or more of the specific objectives of the Call Need coherent and self-contained sets of activities to achieve these objectives Partnerships of organisations are mandatory Reinforcement of capacity for Rwandan co-applicant No one-off conferences or events, no sponsorships Sub-granting is authorised

Call for Proposals CSO-EIDHR Rwanda Sub-granting Where the implementation of the action proposed by the applicant requires financial support to be given to third parties Award of sub-grants limited to 60,000 EUR per third party No limits on total amount of sub grants

Call for Proposals CSO-EIDHR Rwanda Registration Prior registration in PADOR is obligatory PADOR is an on-line database in which organisations register and update their data regularly Concept Note: Registration is obligatory for all applicants, recommended for co-applicants and affiliated entities. Full Proposal: Registration is obligatory for all pre- selected applicants, co-applicants and all their affiliated entities.

Each application must be typed, in English or in French and consist of: Concept Note Checklist (part A section 2 of the grant application form) All documents in one original and two copies AND electronic copies (CD, flash drive etc.) Signed and stamped Declaration by the Applicant Call for Proposals CSO-EIDHR Rwanda

Keep the title of the project SIMPLE DO NOT include a lot of GENERAL BACKGROUND (history of Rwanda, political situation etc.) Content: Explain the relevance of the action Provide a focused analysis of your target province, district & group Give a description of the action and its effectiveness; Describe the action’s sustainability and added value (long term impact and the capacities it generates) Ensure coherence between objectives - results - activities Tips for writing the Concept Note Call for Proposals CSO-EIDHR Rwanda

ANSWER ALL QUESTIONS in the template! Be precise and write specifically about your project proposal: specific objectives and expected results and how they relate to the priorities of the Call how the activities will help to achieve the results and objectives of the Action reasons for choosing location and its needs definition of the target group & beneficiaries (including numbers) and analysis of their needs For more information: see Part A, Section I of the Application Form Call for Proposals CSO-EIDHR Rwanda

Concept Notes - Remember!!! Any Concept Note not meeting the basic requirements (refer to the Checklist) will be rejected without appraisal. Following the Concept Note Evaluation, the EU Delegation will send a letter to all applicants informing them about the results. Minimum score for Concept Note to be pre-selected is 30/50 points. Max score : 50 – Relevance : 30 / Design of Action: 20 – No point for the Summary of Action Only applicants whose Concept Notes have been pre-selected will be invited to submit a Full Application Form. 3 - Evaluation of Full Application Forms ONLY INVITED Applicants from the pre-selection of the Concept Note should submit a Full Application Form Answer ALL questions in Part B of the Application form: Complete description of the action (Part B Application form) including: Logical Framework Budget (including expected sources of funding) Experience with similar actions Call for Proposals CSO-EIDHR Rwanda

4 - Eligibility Screening of Applicant & Partners NOTE: Only performed for applicants who are provisionally selected Will be informed in writing by the EC & requested to supply the following supporting documents: The statutes or articles of association of the applicant and of the affiliated entities; The applicant’s most recent annual report and accounts (external audit report); Copy of applicants latest accounts; Legal Entity Form; Financial Identification Form; The registration certificate of the applicant organisation and co-applicants. Call for Proposals CSO-EIDHR 2015 Rwanda Lot 1 & 2 : be a legal person and be non-profit-making and be a civil society organisation and be directly responsible for the preparation and management of the action with the co-applicant(s) and affiliated entity(ies), not acting as an intermediary and be registered for at least two years at the time of the submission of an application Who may apply (Applicants)?(1)

A non Rwandan applicant must act with at least 1 co-applicant established in Rwanda Costs incurred by co-applicant: eligible in same way as main applicant Main applicant + co-applicant(s) = Beneficiaries of the Action Description of the Co-applicant(s) and Partnership Statement

Call for Proposals CSO-EIDHR 2015 Rwanda Affiliated entities are subject to the same eligibility criteria as the main applicant They have a structural link (legal or capital) with the applicant or co-applicant(s) It refers to 2 notions : control on annual/consolidated financial statements & membership (network, federation..) They cannot be contractors in the project. Who may apply (Affiliate Entities)? (5)

Call for Proposals CSO-EIDHR 2015 Rwanda Other organisations involved in the action They do not have to satisfy eligibility criteria or sign partnership agreements Costs: may not receive funding, except for per diem or travel (in order to be eligible for reimbursement this must be included in the overall budget) They cannot be contractors in the project. IMPORTANT APPLICANT is the main party responsible for the Action! Who may apply (Associates)? (6)
