1 WEDNESDAY 27 NOVEMBER 2013 STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA) FOR INTEGRATED URBAN DEVELOPMENT MASTER PLAN (NIUPLAN) FOR THE CITY OF NAIROBI SUB COUNTY- KASARANI VENUE- KARIOBANGI CATHOLIC CHURCH

2 INTRODUCTION The proposed NIUPLAN has the potential to generate environmental, social and economic impacts to the citizens of Nairobi County and its environs. SEA is therefore a necessary tool to evaluate potential environmental, social and economic impacts of the proposed NIUPLAN.

3 WHY SUBJECT NIUPLAN TO SEA?  Legal requirement: EMCA 1999; SEA Guidelines 2012;  It’s a consultative tool used to capture people’s concerns on expected impacts of the NIUPLAN.  To ensure that identified issues are fully studied and appropriately addressed at the earliest stage of planning and decision- making.

5 P ROGRESS SO FAR ACTIVITYPERIOD 1 stakeholder workshop conducted prior to the scoping study: 5 August 2013 Preliminary 18 public meetings conducted during the scoping study stage: Late August to Early September 2013 Submission of Scoping Report and Terms of Reference for the Detailed SEA Study to NEMA for approval 28 September 2013

6 ISSUES ARISING FROM FIRST PHASE OF PUBLIC MEETINGS FOR FURTHER DISCUSSION IssueCommentsQuestions on Way Forward Informal settlements  Concerns of the increased informal settlements;  Settlements characterized by poor sanitation, housing, insecurity and increased rate of disasters.  Concern over Korogocho informal settlements with increased incidences of disasters and poor sanitation. What improvements do you think would be a priority to improve the situation. Solid waste management  Possibility of designating disposal sites at the ward level.  Request for training on waste management. What measures can be put in place to control dumping and to manage wastes; What specific areas do you require for training in waste management. Public participation: Vulnerable groups Concern on the vulnerable groups like the youths and women groups that exist in the community who are never included in the meetings and in any development decision making processes. Propose methods of engaging this groups during the public meetings.

7 ISSUES ARISING FROM FIRST PHASE OF PUBLIC MEETINGS FOR FURTHER DISCUSSION IssueCommentsQuestions on Way Forward Market spaces  Request for renovation of Korogocho market.  Need for city markets within Ruaraka constituency What is the precise shortcoming within this facility including: Physical presence; Facilities; Man-power; Accessibility (Distance and cost). Environmental restoration: Riverine ecosystems  Request for cleaning of Getathuru River to enhance its ecological function which will benefit the community.  Need to caution human settlements encroachment into river riparians especially in Zimmerman and around Muthaiga area to enable easy flow of the river for use by downstream users. Propose measures that can be put in place to restore the river ecosystems of the riverine areas.

Security Flood lights to be erected even in estates to address the issue of insecurity What programs would you propose to manage these issues; What opportunities do we have for rehabilitation of street children and street families Point out insecurity hot-spots in the sub-county What proposals do you have for engagement of unemployed locals in economic activities Increase in street children which create the issue of insecurity to rise since they are idle. 9 IssueCommentsQuestions on Way Forward Energy Master plan should address energy issue and come up with strategies such as extracting biogas energy from sewer systems and biodegradable materials. Energy generation options are one of the areas that call for training and capacity building on how to implement such technologies in Kasarani. Propose other technologies for energy generation. What measures would you propose to reduce energy demand / consumption. Employment and income generation The master plan should include ways of increasing income to the locals. What challenges are faced in raising incomes / profits from these activities What recommendations can be given to address these challenges.

10 IssuesCommentsQuestions on Way Forward How will the NIUPLAN involve the society in their welfare development. A local stakeholder workgroup should be developed among themselves to work with the client until the project is implemented to enable for a smooth tracking of the development and a fruitful communication protocol with the community. How will this work group be formed to work with the master plan team. Drug and substance abuse Presence of the Scrap Metal artisans are propelling the selling of drugs and luring the youths into the field of drugs They propose for construction of a rehabilitation centre that will accommodate all the persons affected. What facilities would you expect to be established for these centres? Do you have ideas on specific areas where these facilities can be established? Capacity building and training Need for training on the following:  Solid waste management;  Youth and women empowerment;  Drug and substance abuse. What specific types of training would you propose within these areas? What facilities would you expect to be established for these centres?
