Agency Guidelines Must be a 501(c)3 non-profit organization or an IRS qualified church located in the Food Bank of Iowa’s 42 county service area. Must have been in operation a minimum of 90 days with an ongoing food program. Must provide food to 51%+ financially needy clients and an underserved population. Must use the donated product only as related to your agency’s purpose of serving the ill, needy or infants (minor children 0-18) as defined in IRS Code section 170(e)3. Will not sell, transfer, barter, or offer for sale the items supplied by the Food Bank of Iowa in exchange for money, property, or services. Must adhere to operate the program in accordance with Part 251 and, as applicable, Part 250 of federal regulations; USDA Title 7, Chapter 2. Must have and maintain proper and adequate physical storage/preparation/distribution space not located in a personal residence or any other location not authorized by the Food Bank of Iowa. Must operate regularly scheduled hours for distribution/meals a minimum of twice per month for a minimum of two hours per distribution/meal. Must ensure your clients receive food free of charge with absolutely no conditions levied, implied, or exchanged including discrimination based on race, color, citizenship, religion, sex, national origin, ancestry, age, marital status, disability, sexual orientation, unfavorable discharge from the military or status as a protected veteran. Must have all frontline staff, as well as volunteers whom interact with clients, complete Civil Rights training annually.

Food Bank of Iowa: Agency Guidelines Agency Guidelines Must have personnel who are accountable for record keeping, inventory control and a system for keeping track of individuals served. Must agree to submit monthly reports for food distribution due by the 10 th of each month for the prior month’s activity. Must keep records of food from the Food Bank of Iowa at the site of distribution for a period of at least one year and agree to make its books and records, including but not limited to those which track the receipt and distribution of products obtained from Food Bank of Iowa and financial record keeping books available to the Food Bank of Iowa, with or without notice. Must have the ability and willingness to access and submit information via the internet. Must be willing to pay handling fees listed on the product inventory. Must adhere to food safety guidelines and complete Food Safety Training. Must utilize the Food Bank of Iowa at least every six months. Must also order and distribute a minimum of 2,000 lbs per fiscal year (FYI, according to USDA, 1 meal = 1.2 lbs of food). Must pass a site inspection prior to membership and allow for appropriate on-going monitoring by Food Bank of Iowa representatives. Must provide its own transportation to pick up food and other products at the Food Bank of Iowa warehouse and/or delivery site unless notified otherwise. Must agree that it will only receive food from the Food Bank of Iowa and no other Feeding America Member Food Bank. Additionally, the agency is not allowed to redistribute donated product to any organization, agency, partner, or entity other than a qualifying client.

Food Bank of Iowa: Food Available to You Food Available to You The Food Bank of Iowa receives donations of products from growers, packers, processors, manufacturers, wholesalers, brokers, retailers, USDA and individuals. USDA Commodities (TEFAP) Government program DHS receives food purchasing and administrative funds Funds are based on the number of people unemployed and the number of people below the poverty level. DHS provides administrative funds to food banks. The types of foods USDA purchases for TEFAP vary depending on the preferences of States and on agricultural market conditions. Entitlement Bonus o Each agency is given an allocation/limit for TEFAP products on a priority system based on whether they are an emergency provider and the number of clients they serve.

Donated/Purchased Product o Each year, a portion of our budget is dedicated to purchasing hard to come by products for our inventory. o Items include such things as: Oatmeal, Ground Turkey, Ground Pork, Cereal, Fruit, Spaghetti Sauce, Green Beans. o We also receive inventory donated direct from manufacturers and retailers.

Food Bank of Iowa: Food Available to You Food Available to You Shopping with orders: o Partner Agencies have access to: o perishable products in our cooler. o frozen items o misc. dry items o Non food items o If shopping without an appointment you must first stop at the Food Bank front desk to get a shopping ticket. Agencies making a pick-up will have first priority. Shopping without orders: o Each agency is allowed 2 contacts to shop without an order pick-up. o Items available may include: Produce, Dairy, & Bakery o We will alert agencies of special items that arrive via the agency news tab of our website. o Shopping without an order does not count towards the 2,000lb requirement o Shopping hours are: Monday –Thursday 8-11:20am and 1-3:20pm Friday 8-11:20am

Food Bank of Iowa: TIPS Tips Ordering November & December are the busiest months, plan to place orders at least two weeks ahead to get the time you want, slots fill up fast. Have a plan in place for sourcing turkeys on your own. Warehouse Inventory is always done the last two days of the month and the warehouse is closed for pick-ups. Keep this in mind when placing orders. The last Thursday of the month is always closed for shopping tickets as well. Inventory In an effort to move large quantities of product, sometimes handling fees are removed. If a there is a lot of a product available, maybe check back as the fee could eventually be removed.

Food Bank of Iowa: Warehouse Rules and Procedures Warehouse Rules Partner agencies MUST be on time for scheduled appointments. Appointments are scheduled in 20 minute blocks. If the agency is 10 minutes late, they will only have 10 minutes to load their order and may not be allowed access to the produce ticket shopping area. All orders over 2,000lbs will need two pick-up time slots. When your order exceeds 2,000lbs you must call to schedule a time where two slots are available. All shopped for products (produce, dry and miscellaneous products, including free items) must be weighed before the products are loaded into the vehicle. The partner agency will receive and sign a copy of the picking list at the time of the pick-up. Please pay attention to what products (and how many cases) are loaded as your signature indicates that all items have been received (including shopped for products) and loaded. You will be invoiced as such unless notified within 24 hours of any discrepancies. Partner agencies must bring a copy of their order confirmation email from Lexi Prigge or Laura Sheriff. If an agency does not have their confirmation email with them, and their order has not been prepared, the order will need to be placed again and the pick-up rescheduled for another day. Partner agencies picking up refrigerated and/or frozen items such as meat, produce, dairy, and deli products are required to use coolers or insulated blankets year-round to ensure food products are safely stored and transported. Insulated blankets are available for purchase on inventory, #8014. Partner agencies that do not have a freezer blanket or coolers with ice packs will be unable to pick up cold product and it will be returned to inventory. This applies to all pick-ups including, deliveries and produce tickets. If a partner agency is unable to meet their scheduled appointment time, prior to missing their appointment, they MUST call the Food Bank of Iowa and reschedule their pick up. Pick-ups should be rescheduled by the end of that business day.

Food Bank of Iowa: Warehouse Rules and Procedures Warehouse Rules Cont’d If a partner agency does not show up for an appointment or reschedule a missed appointment by close of business the following day, the order will be returned to inventory and the agency will be assessed a restocking fee of $25 on their next billing statement. Vehicles must be clean and free from contaminates such as old tires or batteries prior to arriving to pick up your order. All agencies will be allowed no more than 15 minutes when shopping for perishables under a shopping ticket and MUST adhere to posted product limitations. If making a scheduled pick-up, your entire order must be loaded BEFORE you are allowed in the produce shopping area. Only two agencies will be allowed in the produce shopping area at once. Priority will be given to agencies making a scheduled pick-up if there are more than two agencies waiting to shop.

Food Bank of Iowa: Warehouse Rules and Procedures Warehouse Rules Cont’d Helpful Hints Bring an additional person to help with the loading so that you have time to shop for additional items. If an incident arises that may cause you to be late or miss your appointment – call the Food Bank of Iowa and let us know. All items must be secured in the vehicle and protected from the elements. Be Prepared with straps and tarps. Expiration dates on produce Please do not bring minors. Children must stay in your vehicle for safety reasons.

Food Bank of Iowa: Food Coding Tips FDA Requirements – Labeling, Dates, and Shelf Lives There is no universally accepted system used for food dating in the U.S. Except for infant formula and some baby foods, product dating is not generally required by the FDA. o Baby food and formula SHOULD NOT be distributed after the expiration date. Specific donor use by dates will be included in the product description on inventory. Food product dates: 1.“Sell by” dates tell the store how long to display the product. 2.“Best if used by (or before)” dates are recommended for best flavor or quality. It is not a purchase or safety date. 3.“Use by” dates are the last date recommended for the use of the product while at peak quality as determined by the manufacturer. 4.Closed or coded dates are packing numbers for use by the manufacturer. These appear as a series of letters and/or numbers which are not meant for the consumer to interpret.
