Overfishing in Thailand has generated economic pressures which fuel the ongoing, widespread use of slave labour. Exhausted fish stocks mean that vessels are staying at sea longer and going further afield for ever diminishing returns. In turn, operators are using human trafficking networks to crew their vessels and depress costs – forcing people to work for little or no money for years and even decades at a time. They use debt bondage, violence, intimidation and murder to keep crews in line and cheap seafood on supermarket shelves. Pirates and Slaves 2015 - EJF

Headline Progress Objective #1 Implement track & Trace systems with int. verification – vessel to feed mill Combined strengths of all leading Thai seafood manufacturers for first time in history … “the feed manufacturers, the buyers and the processors all together at the table!” Formed multi-stakeholder group Vessel Watch to develop comprehensive Track and Trace programme Commenced first round of supply chain audits and gathering info on social compliance aspect - UL Created the traceability protocol Worked with Sustainable Fish Partnership (SFP) to draft / introduce formal Task Force List of Asks - part of SFP Control Document. Secured funding to support vessel audit work and the development of electronic traceability

Headline Progress Objective #2 Drive Thai Codes of Conduct with international recognition. Draft Code of Conduct and Auditable Standard to incorporate entire supply chain - vessel > fishmeal plant > feed mill > farm > processor. Code of conduct usable other countries. Researched VMS systems worldwide and worked with the Pew Charitable Trust and The Satellite Applications Catapult to scope a VMS trial. Facilitated UK research visit in May ’15 for senior Thai Government and Thai Fishers

Headline Progress (cont.) Objective #2 Drive Thai Codes of Conduct with international recognition. Met with Vice Minister for Commerce in USA to present the work of the Task Force and its call for action to the Thai Government Multiple visits to the ports in Thailand (inc. Surat Thai & Songkhla) to understand new Thai Government Port in Port Out initiatives (PIPO) Met with CCCIF Head - Admiral Na Arreenich alongside Thai Department of Commerce in October 2015 to present Task Force recommendations and held workshop sessions with CCCIF in December and agreed forward plans to work together including the agreement to progress with VMS trial & evaluation of CCCIF systems, procedures, best practice

Progress Objective #3 Assist in Driving Fishery Improvement Projects (FIPs) for the Gulf of Thailand and the Andaman Sea. Helped bring together the eight seafood industry associations in Thailand to form the Thai Sustainable Fishmeal Roundtable (TSFR) Worked with the TSFR to engage directly with the Thai Government Worked with TSFR and NGOs – WWF and the Sustainable Fish Partnership (SFP) to drive the initial pre-assessment work for the Andaman Sea and the Gulf of Thailand Formed FIP Sub-Group to drive action plan using wealth of fishery management expertise in the membership Worked with TSFR to deliver the pre assessment work required - Preliminary assessment for the Andaman Sea now completed by MRAG

Governance Governance sub-group currently finalising: Final structure for membership Process for election of Steering Group Committee Membership commitments These outputs are due to be reviewed by the membership in Q1 with a view to confirming the structure and appointments of Steering Group by end of March 2016
