3 5.1 BUILDING STANDARDS  5.1A Purpose  Design standards for individual buildings for consistency with Downtown Plan  5.1B Applicability  Each building must comply with the general requirements in Section 5.2 and with applicable CA Building and Fires Codes Part Five: Building Standards

4 5.1 BUILDING STANDARDS  5.1C Allowed Building Types by Zoning District  Each building or modification shall be designed as one of the following types:  Duplex/Multiplex (UN Zone)  Rosewalk/Bungalow Court (UN Zone)  Rowhouse (GU and UN Zones)  Live-work (GU and UN Zones)  Court (UC, GU, and UN Zones)  Hybrid Court (UC and GU Zones)  Liner Building (UC and GU Zones)  Flex Building (UC and GU Zones) Part Five: Building Standards

24 6.1 FRONTAGE STANDARDS  6.1A Purpose  Defining private frontages  Frontages provide a transition between the public and private realm  6.1B Applicability  These standards work in combination with Section 4.0 (Development Standards by Zone) and Section 5.0 (Building Types) Part Six: Frontage Standards

25 6.2 FRONTAGE TYPES  6.2A Porch  Building façade is set back from frontage line  Attached porch allowed to encroach into front setback  Provides transition from sidewalk to the private lot/building  Residential as well as non-residential land uses Part Six: Frontage Standards Width8 ft. min. Depth6 ft. min. Height8 ft. min. Finish level above sidewalk 18 in. min. Furniture Area4 ft. by 6 ft. Path of Travel3 ft. wide min. Projecting porches must be open on three sides and have a roof.

Path of Travel3 ft. wide min. - Used in conjunction w/Shopfront Frontage Types for live/work, retail, and service uses. The Dooryard Frontage standards shall prevail in case of conflict. - Shall not be used for circulation for more than one ground floor entry.

34 7.1 STREETS & BLOCK STANDARDS  7.1A Purpose  Ensure development is consistent with the Downtown’s goals for interconnected and walkable network of blocks and streets  7.1B Applicability  These standards work in combination with Section 4.0 (Development Standards by Zone) and Section 5.0 (Building Types Part Seven: Streets & Block Standards

35 7.2 STREET STANDARDS  7.2 Street Standards  Streets play an important role in defining the downtown character  The plan includes both transformations of existing streets and ideas for integrating new streets into larger parcels  Transformations to existing streets shall match the Downtown Plan’s designations  All elements of the thoroughfare are context-based  Pedestrian and bicycle-oriented principles are included Part Seven: Streets & Block Standards

53 7.3 BLOCK STANDARDS  Sequence of Applying Block Standards  Step 1: Existing Site  Sites 4+ acres in size or blocks with 700 ft. of frontage shall be subdivided  Step 2: Introduce Streets  Sites being subdivided shall introduce streets as allowed and comply with applicable block-size requirements  Step 3: Introduce Alleys  Access to new blocks and individual lots allowed mainly by alley or side street  Maintain continuity of streetscape without interruptions  Step 4: Introduce Lots  Lots introduced to correspond with the selected building type(s)  Step 5: Introduce Project  Each lot shall have one main building; accessory buildings as allowed  Main building designed per zoning district with allowed frontages; arranged to suit the organization of buildings for the block Part Seven: Streets & Block Standards

54 RECOMMENDATIONS 1.P 60 (5.2 D 7), 61 (5.2 E 7), 62 (5.2 G 7), & 63 (5.2 H 7) Common Courtyard & Shared Open Space – Eliminate Courtyard width/depth/height ratio to allow greater flexibility in design by architects/applicants. Courtyard designs will be reviewed to ensure adequate sunlight and dimensions for the intended use. 2.P 62 (5.2 G 8) & 63 (5.2 H 8) Building Size & Massing – Eliminate required 30 foot by 30 foot massing break, just state “... must provide massing break”. Allows greater flexibility to designer to provide creative massing break and articulation in a large building. 3.P 67 (6.2 A 2) Size – Eliminate “furniture area” width and depth provide dimension and HOA or property management will provide standards of what can be on the porch. 4.P 50 (4.1) and P 51 (4.2) Hotel Standards (Urban Center and General Urban zones) – add distinct standards for heights for hotels. 5.P 51 (4.2C) Allowed Building Types, Height and Site Size – add height standards when adjacent to single family uses and zones. (Currently 3 stories within 100 feet of residential property.) This item should have been included in Study Session 3.
