Electromobility in Regione Lombardia Silvana Di Matteo Head of Sustainable Mobility Infrastructure Ministry of Infrastructure and Mobility Camera di Commercio Milano, 10th May 2016

European Union Dir. 2009/33/CE16 Clean Vehicle Reg. CE 443/2009 Regulation sets the average CO2 emission Dir. 2014/94/UE Alternative fuel directive Italy L. 134/2012 Electro mobility PNIRE National Plan of Recharging Infrastructure for electric cars Regulatory Context

Regional plan for Air QualityRegional Plan for Environment and Energy Regional Program for Mobility and Transport Regional Laws PRIA PEAR PRMT LR GdL MEL Innovative forms of mobility PRS Governor’s Program In Lombardia

Development of electromobility Join with national context Ministerial meetings for electro mobility development Technical working group of electromobility among Bacino Padano Regions Technical support to all regional Structures Check of compatibility in the national strategic framework Coordination of economical synergies among regional structures Electro Mobility Working Group (GDL Mel)

Electro mobility Regional Strategy Annex 3 to PRMT Areas of action Research& Innovation Urban and extra-urban mobility – lakes, rivers Awareness Smart grid Smart city Areas Cultural Change

Main Characteristics Acknowledge European and National legislation and adapting into Lombardia’s features Enable all possible services within the same infrastructure Reduce entry barriers for new potential users Promote integration with other types of transport, both public and private (intermodality) Optimizing Cost-Benefits Ratio Granted service for occasional users Guidelines for installation of Recharging Infrastructure DGR 4593 of 17th December 2015 Getting close to the citizen needs

Recharging Infrastructure Guide Lines Justified Range Anxiety? 80% of Drivers travel less than 60 km/day Two possible solutions : 1.IMPROVE BATTERY PERFORMANCE 2.IMPROVE RECHARGING INFRASTRUCTURE SERVICE Easy to use (accessible) Where is needed (localized) Correct timing (recharge time is location-depending)

Recharging Infrastructure Guide Lines NORMAL POWER (minimum 7,4 kW per car) 1.Along urban streets 2.Interchange parking lots 3.Attractive nodes HIGH POWER (preferred 43/50 kW per car) MULTISTANDARD (CCS Combo 2, DC -CHAdeMO, DC -Type 2 AC) 1.Fuel stations 2.Rail-ways / Airports Stations 3.Load/Unload Goods Stations Strategic Decisions Normal and High Power recharge are combined in the same infrastructure Three main locations for each technology High to Normal Power Ratio: 1:3

Technical Requirements Link between vehicles, infrastructure and service owners Connection to the National Recharging Platform Recharge at least 2 vehicles at the same time CarMotor Bike Legend Recharging Station

24/7 Availability Better if the infrastructure is: o User friendly o Integrate with other type of transport o Updated and built with innovative technical solution Mandatory o Access granted for Energy Provider Customers (including Domestic Energy contract) o Access granted for occasional users (Cash and Credit Cards) Technical requirements for public use recharging Infrastructure

Lombardia LPT Regione Lombardia promotes and economically sustains fleet renewal Ongoing and planned investments: 56 M€ from National Fund («Piano di Riparto Nazionale») for Public Fleet Renewal between 2015-2019 42,5 M€ from Regional funds in two years (2017 – 2018) For the deployment of new ecological buses: Alternative Fuels (Methane, LPG, Hydrogen) Low-Sulfur Diesel Electric or Hybrid

Best Practice in Lombardia

New mobility urban system Integrated to railway and airport services (91 places) Mobility complete package 90% ELECTRIC CARS! Electric cars cost of service : € 5,00/h Km costs included Endothermic cars cost of service: € 2,40/h + € 0,48/km
