Critical Security Requirements 2 Compliance with PSIRA, vetting of guards, SA citizenship (between 21 and 40, physically & mentally fit for the job): These requirements will be checked upon appointment of the principal contractor A letter and a technical evaluation document have to be signed to agree to compliance Adhere to the centralising of assets as far as possible, i.e. Do not leave anything behind on the line after a day’s work – transfer transferrable assets back to sites Batteries and diesel are high in demand and therefore special precaution should be taken with construction vehicles like Excavators The key areas of focus are the protection of: People - prevent injuries or death Assets - prevent the loss or damage to property

Level III Special (SA Mix) Bullet Resistant Vests should be worn by all security guards at all times + uniform including general safety attire such as rain gear, hard hats, safety boots, reflective jackets. Bear in mind directive for purchases from Crime Stop Shop, i.e. security companies making use of bullet resistant vests purchased from this company will not be considered. Some reputable Body Armour Manufacturers in the SA Defence Industry are: Fields Wear Ballistic Body Armour Zebra Armour Sirdicks Thorax

Labelling of Bullet Resistant Vests: Name, trade name or trademark of manufacturer or supplier Rated level of protection in accordance with SANS 1658:2007 Edition 2. Size Date of issue Where applicable, strike face must be clearly indicated Care instructions for the vest and 'Handle with care‘ guidelines Date of manufacture 4

Critical Security Requirements Cont.…. Provide own transport vehicles for security staff and supervisors. Means of transportation will warrant the wearing of a safety belt by each guard in transit, i.e. not on the back of bakkies/vehicles. 4X4 response- and patrol vehicles, as per the terrain. These vehicles must be fitted with tracking systems. Registers: visitors, deliveries, removal of own property, patrol system. Must have a temporary guard house...B-One Hire can be considered. Patrol duties, Access control duties, Theft control (safeguarding of assets). 5

6 Incident Management Armed Response Periodic trials to be run with panic button to test responsiveness of Armed Response – check the reaction times Emergency numbers to be pasted in guard houses Each guard must carry a panic button. Panic buttons must be issued by the security company, linked to a control room and effective armed response. Asset Management Inventory management of high value assets to be done 69% of theft cases in PDP constitute missing assets without the knowledge of site staff High value equipment & vehicles to be removed and stored out of the public eye as far as possible

7 Operations Management Access Control Every vehicle to be searched upon entry and exit irrespective of the number of times the site is accessed Alcohol tests to be conducted on everyone accessing the site, including the security guards during shift handovers Provide breathalyser for alcohol and guards must be fully trained on the use of these. Note that these should be industrial models and not purchased from Clicks. Consider the carrying of spare units to accommodate calibration schedules – these units can take up to 2 weeks to be calibrated during which this procedure must carry on. Communication Two-way radio communication to be in place for on-site communication, including communication with control room Periodic communication to be sent out to key staff re the status of the site

8 Safety PPE Bullet Resistant Vests should be worn at all times, i.e. from on- duty to off-duty It is a hot season, but rather hot and alive than cold and a statistic Vigilance (Critical Requirement) Structured patrols, i.e. guards to steer clear of being stationed together in one area for extended periods The Eskom ‘two-man’ rule to be followed at all times Currently the main trend with incidents in PDP is that the guards are unaware of intruders who have gained undetected access to the site

Operational requirements Control Rooms Is a control room established and operational for 24/7? Is base radio and two way radio in operation? Alternative means of communication other than two ways radio e.g. Cell phone. Emergency and response procedure in the control room. Location of the operational base efficient for purpose of response Vehicles Number of vehicle registered in the name of the company Vehicles registration certificate Total number of vehicle in good condition for the intended service Slide 9

Regulatory Compliance Company Regulatory Requirements Private Security Industry Regulations Act, Act 56 of 2001 and Regulations Company must be registered with PSIRA as a security service provider. Owner or director and members of the contract service provider must be registered and in possession of PSIRA Grade B. PSIRA letter of good standing. Certified copies/list of security officials as per PSIRA latest printout. Security officers to wear the Company uniform/dress code and two badges/logo of the name of the company, PSIRA ID name plate. Security officials’ files must be available - written contract with security company, training (certified), firearm competency certificates 10
