PLANNING FOR A NOAA SCIENCE CENTER June 28, 2000
2
NOAA Science Center Discussion Points Background Vision and Goals Strategic Planning Pre-Planning Activities General Information Next Steps Issues and Concerns
3
NOAA Science Center Background Status of World Weather Building Current Lease Expired March, 2000 GSA has negotiated a new 5-year lease It is timely to start planning now for replacement space Why develop new space? Co-locating with an educational institution provides quantifiable improvements in prediction activities The WWB does not adequately support NOAA’s high technology infrastructure requirements Currently conducting preliminary project planning
4
NOAA Science Center Project Vision & Goals Build an advanced research and operations facility to improve forecasts, facilitate technology transfer, and maximize economic benefits derived from existing programs and resources.
6
NOAA Science Center Project Vision & Goals Benefits Creates a synergy between NOAA and the academic community Improves weather and climate forecast performance Enhances education and research linkages Solidifies and advances service-science linkage Improves use of satellite remote sensing capability Reduced time to transfer new technology and research into operational use Normally 7-10 years 1-3 years with a close academic / research relationship Provides required infrastructure Develops an appropriate facility for NOAA’s most important resource – people
7
NOAA Science Center Strategic Planning University of Maryland Briefing – October, 1999 UCAR Letter – December, 1999 Supporting Need For New Facility Acknowledges the academic / research synergy Briefing for Honorable Steny Hoyer – January, 2000 Meeting with GSA February, 2000 to discuss options Submitted NOAA report to the Hill On space requirements and planning in the NCR FY02 Funding Initiative Submitted by ASTWFS Early indication of FY01 Congressional direction
8
NOAA Science Center Pre-Planning Activities Requested GSA Assistance NOAA/GSA Meeting in February 28, 2000 Partnership With GSA is a Working Model Level of expertise Partnership is supported on the Hill Met With GSA to Discuss Delivery Options Reviewed 3 Options for Developing New Space Direct Federal Construction Lease Build-to-Suit (pre-selected site) Lease Build-to-Suit (multiple sites offered in procurement)
9
NOAA Science Center Pre-Planning Activities Requested GSA Assistance NOAA/GSA Meeting in February 28, 2000 GSA Contracted for Lease Analysis Completed February 29, 2000 Contractor Recommendations Conducted Preliminary Survey of Requirements Contracted by GSA A process to review the data is being developed
10
NOAA Science Center Pre-Planning Activities Met With GSA to Discuss Delivery Options Reviewed 3 Options for Developing New Space Direct Federal Construction Lease Build-to-Suit (pre-selected site) Lease Build-to-Suit (multiple sites offered in procurement) Three Studies Needed to Advance the Project Program of Requirements Prospectus Development Study Site Study and Analysis Continuing Activities With GSA Initiate contract for POR and PDS Develop ROM cost
11
NOAA Science Center General Information Project Occupants NWS – National Center for Environmental Prediction Develops critical weather and climate prediction products NESDIS – Office of Research Applications and Satellite Services Division (OSDPD) Provides approximately 85% of satellite data used for operational forecast models OAR – Air Resources Laboratory Uses NCEP models for “emergency response” products
12
NOAA Science Center General Information - Requirements Square footage Currently NWS 93,018 NESDIS 71,005 WWB sub-total 164,023 Bowie (supercomputer) 5,769 OAR SSMC 3 10,509 total 180,301 gsf Preliminary range 225,000 – 275,000 gsf Positions Currently 638 Preliminary projection 710 Based on 638 plus 5% and 40 workstations for visiting scientist Does not include new programs
13
NOAA Science Center General Information – Funding Status FY02 Initiative A rough order of magnitude based on $250 / sqft Represents total project costs Require actual data from a Programming Study to refined the cost and provide a viable estimate.
