3 Real Estate Responsibilities Information Sources: –Title IV,V and XIV of Iowa Code –Pamphlet - Iowa State Assoc. of Counties –Pamphlet - Iowa State Assoc. of Assessors –Pamphlet - Iowa State Assoc. of Auditors

4 Real Estate Responsibilities County Recorder –Record and maintain copies of all plats that meet the requirements of state code and have the approval of the applicable governing body. –Record all deeds conveying property. –Compile all recorded documents.

5 Real Estate Responsibilities County Auditors –Keeps real estate transfer records. –Maintains plat maps for Assessors. –Provides legal descriptions for land parcels. –Prepare and certify tax levies. –File copies of recorded plats. –Upon approval from the Board of Supervisors: Establish and maintain a permanent real estate index number system.

6 Real Estate Responsibilities County and City Assessors –Lists and values all taxable property within their jurisdiction. –Prepares assessment books. –Prepares individual assessment rolls. –File copies of recorded plats.

7 Real Estate Responsibilities County Treasurer –Prepare individual property tax statements. –Collect taxes levied against real property.

21 Black Hawk County Real Estate Software Map Maintenance is done in MicroStation GeoGraphics. GeoOutlook with SidBase is used for viewing maps in some offices. Other users access the County web site In house Real Estate Tax Administration Application is used by Auditor, Assessor, Treasurer, and Recorder for maintaining real estate records. Other county and city offices/departments view information. Vanguard CAMA Appraisal software is used by the Assessor to maintain property characteristics to calculate the assessed values. ESRI ArcView is used in some of the office for analysis and map creation ESRI ArcInfo for conversion of the DGN files to ESRI coverages. The County web site was written using ARC IMS.

23 The In-house Tax Administration System is used by the Assessor, Auditor, Treasurer, Recorder and other offices in the County and Cities within Black Hawk County. The Assessor’s office uses Vanguard CAMA Appraisal software as well.

24 Assignment of permanent parcel number is based on this file. In Black Hawk County we retire the old number and create new parcel numbers
