11. SUMMARY In closing my questions are these: What are they mowing and why are they mowing it? How much critical habitat has already been destroyed by this kind of mowing? How will we ever know what could grow on this land, whether it be Encelia that could lead to ESHA, if they’re mowing it down to the dirt and not allowing anything to grow?
