Specialists are available in Springfield and Elk Grove Village offices to assist motorists calling for information regarding the Vehicle Emissions Testing Program

Hardship Extensions allow the motorist to renew their registration one time. 1.Based on 150% of the Federal Poverty Guidelines 2.Failed the emissions test at least once 3.Must have repair estimate equal to one half of the waiver expense requirement ($225) 4.All individuals over 18 years in the household and all registered owners used to calculate household income 5.Vehicle must pass the emissions test before another Hardship Extension may be granted

Vehicle must be located and used primarily outside an IL testing area. 1.In an area with emissions testing – test there and send us the results (see next slide) 2.In an area without emissions testing – send us proof of the vehicle’s location (Tax bill, utility bill, tuition bill etc.) 3.Vehicle receives one year extension and must resubmit each year

Vehicle owner submits a passed emissions test from another state or jurisdiction 1.Illinois will accept a passed emissions test from another state or jurisdiction. 2.Motorist is responsible to send out of state pass to IL for processing. 3.Motorist’s record is updated for 2 years (1 test cycle)

Race Car Exemption – Vehicles used exclusively for organized sporting events 1.Complete Affidavit 2.Must submit pictures of vehicle showing race car status (Roll Bars, Cage, Nitrous Oxide Tank, engine compartment, chassis) 3.Vehicle receives 2 year (one test cycle) exemption 4.Vehicle must resubmit every two years

Show Car Exemption – Vehicles operated exclusively for parade or ceremonial purposes 1.Complete Affidavit 2.Vehicle must be insured as a parade or ceremonial vehicle. (Proper rate class or designation on insurance declarations page must be submitted.) 3.Vehicle receives 2 year (one test cycle) exemption 4.Vehicle must resubmit every two years

Motorists who have been denied a waiver at the station may appeal to the Agency for reconsideration Motorists must submit a Grievance Petition within 30 days of the waiver denial and include any and all documents to support the grievance Agency conducts investigation and must respond in writing within 45 days of receipt

75 grievances were filed 26 Appeals Waivers were issued 95% of those were due to the manufacturer or aftermarket sources inability to supply the necessary parts for repair
