1 Vacation Rental Complaint Process A major element of the public feedback on vacation rentals has been on the enforcement of existing laws/regulations There is no formal complaint process nor complaint database in place to handle this issue in either the Town or County Adding significant staff resources to manually handle this complaint process is an inefficient and outdated solution The creation of a web based portal would allow this process to be implemented at relatively low cost, allow data to be collected to inform future decisions and provide a closed loop process across multiple jurisdictions and functions

2 How The System Would Work The proposed system would be web based It would provide direct email communication to the responsible responding entities whether they be property management, Town or County All elements of the complaint and response would be logged The system would only allow specific, actionable complaints to be logged and those complaints would be easily directed to the appropriate responders based upon the vacation rental license information Complaint logs would be accessible for violation action and license renewal evaluation

3 A Closed Loop Vacation Rental Complaint System Resident wishes to complain About a vacation home issue Resident logs onto Estes Valley Vacation Rental Complaint Portal Web site requires resident identification and contact information as part of login Web site provides easy form fill for vacation rental address and drop down boxes to correctly identify the complaint Resident hits submit and the complaint is entered into the system Based upon the complaint, the web site will automatically send notifications to responsible parties EPPD Dispatch for noise, parking or trash complaints within the Town limits Responds to call and dispatch logs result into complaint web site LCSO for noise and parking complaints within unincorporated County limits Responds to call and dispatch logs result into complaint web site EP/LC code compliance officer for code compliance follow up Responds to complaint and logs results into complaint web site Local property manager for immediate response Responds to complaint and logs results into complaint web site

4 Impact Impact of this solution is dramatic Citizens will have one clearly identifiable location to report vacation rental issues 24x7x365 Only actionable complaints can be entered in the system and the complainant has to identify him/herself Response allocation is automated and action taken is logged Real data will be available from the system to allow governing bodies to make informed decisions as we fine tune the vacation rental process This is a low cost solution with clearly measurable outcomes
