4 The Need and Opportunity The need for a Transport Planning professional qualification recognised by both IHT and TPS As IHT has 5 years of CEng experience TPS had developed the NOS both have a strong recognition among transport planners working together to create and manage a new transport planning professional qualification made great sense

5 The Transport Planning Professional Qualification Developed, managed and awarded by IHT together with TPS Administered by IHT Designed to provide professional transport planners with a qualification equivalent to CEng

6 The TPP Requirements The TPP requirements are employer driven The NOS based on –TPSI research –direct involvement of Steering Group of employers –general consultation with employers The TPS Professional Standards –developed with panel of employers The TPP Requirements – finalised after extensive employer consultation

7 TPSI – Key Competences Transport planners must be numerate be analytic be competent in all aspects of management, particularly personal skills and project management be good communicators - orally and in writing know about and be able to apply the relevant tools and techniques

8 The National Occupational - NOS and TPS Professional Standards

9 National Occupational Standards - NOS A means of defining the profession and providing a framework for a professional transport planning qualification a common core set of experience requirements for membership of the key professional institutes employer based graduate training/professional development schemes

10 NOS Development The NOS for Transport Planning developed by GoSkills and TPS built on TPSI research extensive input from employers conform with general NOS standards approved by the regulatory authorities April 2007

11 The TPS Professional Standards - 1 Designed to provide a version of the NOS for use in: professional development schemes the technical competence requirements for the IHT/TPS Transport Planning Professional qualification The content is the same as the NOS, but restructured, and extended to include guidance on performance and evidence requirements

12 The TPS Professional Standards - 2 Six Areas Policies and Regulations Tools and Techniques Design Operations Management Communications, Commitment and Ethics Divided into Eighteen Units –93 Objectives

15 Aim of qualification The aim is to provide Transport Planners with clearly identified routes to an industry-recognised qualification: Transport Planning Professional (= to CEng)

16 Evidence required Education: The underpinning knowledge & understanding Structured Professional Development. The bridge between the educational base and full professional competence is known as Initial Professional Development (IPD) Professional competence and personal commitment to professional codes for assessment at interview through Professional Review

17 TPP – The Basis Technical requirements based directly on the TPS Professional Standards/NOS Generic requirements based directly on the IHT CEng Candidates are required to demonstrate certain levels of competence to achieve the qualification

20 Technical Report The Technical Report route is for candidates without a UK Honours degree It provides evidence of candidate’s learning outcomes – knowledge - in the technical areas covered by the qualification

21 Portfolio of Technical Knowledge The Portfolio of Technical Knowledge route is for candidates with a UK Honours degree but who –do not have a transport Masters or – have not completed a structured graduate training scheme Requires evidence of the knowledge required for the Mandatory Technical (Section A) Units and two of the Optional Units

25 Section A: Rules for Options A total of one Experience and three Proficiency Units is required from the Optional Units Proficiency level may not be chosen for both Models & Assessment Candidates are expected to demonstrate "Awareness" for all Units whilst "Knowledge" is required to underpin all Units for which Experience or Proficiency is claimed

28 Section B: Professional Leadership Plan, negotiate, resource and secure agreement to the development of a project Plan, budget, organise, direct and monitor tasks and resources that contribute to the delivery of a project Understand how continuous improvement in service delivery can be secured Be aware of the implications of the management imperatives and systems of the organisation Understand the ingredients of effective teams, apply and monitor some measures in the workplace that improve performance

29 Section B: Interpersonal Skills Communicate fluently in written and oral expression with a wide range of other people, in English Participate in focussed discussions about technical matters Prepare and present technical reports to senior personnel and the public Understand the principles of client and customer care Understand negotiation skills Play an active part in building and maintaining an effective team Issue clear and accurate instructions to subordinates

30 Section B: Commitment and Personal Conduct Understand and comply with the Code of Conduct of their professional institution or society Work constructively within all relevant legislation and regulatory frameworks Undertake technical work in a manner that complies with the codes of practice on risk and the environment Undertake transport planning activities in a way that contributes to sustainable development Undertake and record professional development to a minimum of 25 hours a year, in accordance with a current Personal Development Plan covering the next two years, and monitor output

31 Portfolio of Evidence Content Professional review application form including an authenticated, passport-sized photograph CV and organisational chart Competence Record Forms –13 –250 words per unit –Possible support material in Appendices Project synopsis – or up to 3 synopses Continuing Professional Development Record Professional Development Plan

32 Professional Review Interview - 1 Interview allows candidates to demonstrate they have achieved required level of competence and commitment Interview is conducted by two trained reviewers who are experienced transport planners Reviewers will read the Portfolio of Evidence prior to interview A trainee reviewer may also attend as an observer but will take no part in the assessment

33 Professional Review Interview - 2 Interview allows experience and attainments to be clarified so that reviewers can have full confidence that required level of competence has been demonstrated A review interview normally lasts 60-75 minutes and starts with a 10-15 minute presentation by the candidate on a project/s outlined in the synopsis Candidates may use an A3 or A4 flip chart or their own laptop to make the presentation, and/or bring illustrative materials such as charts, drawings, photographs and calculations

35 Key Personnel Reviewers: –trained and experienced transport planners –review portfolio Assessors: –trained and experienced transport planners –evaluate potential of the technical report to be a sufficiently rigorous academic test

36 Mentors Mentors are: – typically a line manager Mentor can: –advise on the content and subject matter –provide challenges to report –comment on final drafts of the synopsis & report –advise on interview presentation, style and technique –authenticate CPD records The mentor must not contribute to the content of the report nor will the mentor be involved in the assessment process

37 PSC Professional Standards Committee: –Oversees administration of TPP –Responsible for reviews, guidance –Ensures consistency of reviews (and reviewers) –Encourages senior professionals to become reviewers, assessors, mentors –Leads marketing effort –Deals with appeals

48 The TPS Professional Development Scheme Designed to provide a structured plan for obtaining the competences required of a professional transport planner including –the IHT/TPS TPP qualification –post-graduation experience for CILT Chartered Membership –most of the CEng post-graduation experience requirements, for those with an accredited degree

49 The TPS Development Scheme Mandatory Units Six Technical Seven Generic/Transferable Skills Optional Units: Four Technical –Three Proficiency –One Experience
