1 The Procedures, Rights & Responsibilities Becoming a State

2 The Process of Admission into the Union Area desiring statehood asks Congress for admission Congress passes an Enabling Act directing the people of the territory to draft a state constitution. State forms a convention to prepare a constitution & holds a popular to approve state constitution Popularly approved state constitution is submitted to Congress for consideration. If Congress agrees to statehood after reviewing the state constitution it passes an Act of Admission. Act of Admission is passed to the President for signature and final approval, thus admitting State into Union.

3 National Government’s Obligations Republican Government = representative government Protection against invasion & internal disorder = defense from foreign attack AND aid in times of domestic turmoil too large for the state to handle Respect for territorial integrity = recognizes legal boundaries of each state

4 Federal Funding Grants-in-Aid Federal $ or other resources to states, cities, counties, etc. Ear-marked for special purposes: education, mass transit, health care, highway construction, etc. Categorical Grants *Must use money for specific purpose * Make own $ contribution * Provide agency to administer *Obey guidelines set for purpose Block Grants BUT * For some particular BUT broadly defined area of public policy EX * EX: Healthcare, social services, welfare Revenue Sharing Congress gives share of federal tax revenue w/ virtually no restrictions to states, cities, counties, townships, etc. Project Grants *Made for specific projects to state, localities or private agencies who apply for them *EX: medical research, employment programs

5 State Responsibilities to the Union Conduct national elections financed by state & local funds Aid in the naturalization of immigrants Arrest & hold federal criminals in state & local jails
