2 Key M&E requirements:  Specification of information requirements  What exactly do the decision makers want to know about the project?  For what purpose is the information?  When do they want the information ?  Reporting Monitoring and Evaluation Results  Must attract the decision makers’ attention  Decision makers must have confidence in accuracy of data provided to them  Findings of research should show possible alternatives for future action  Should be a tool for rationalizing decision making

3  Non-cooperation by project staff that may perceive it negatively, or even as a form of witch-hunting  Insufficient or unreliable data/information  Ex-post evaluation is given low priority in many organizations since it deals with ‘historical’ issues.
