Congestion Mitigation and Air Quality (CMAQ) Improvement Program

What is CMAQ? Federal funding for state and local transportation projects and programs that help improve air quality and reduce congestion. Should support NAAQS under the Clean Air Act in nonattainment and maintenance areas for carbon monoxide, ozone and particulate matter. Need to have a transportation relationship, be in a nonattainment or maintenance area (or impact it), and have quantifiable emissions benefits

Eligible Applicants State and local government agencies Other entities can partner with an eligible sponsor Public-Private Partnerships are allowable with a written agreement in place

Ineligible Activities Maintenance /Reconstruction projects Construction of SOV capacity Stand alone fuel purchases Salary/Benefits/Overhead

CMAQ-Eligible Areas CMAQ funds can be used only in areas that are either maintenance or nonattainment areas Maintenance-were out of compliance with NAAQS for these pollutants but now meet the standards Nonattainment-areas where pollution levels exceed NAAQs

Reasons to use AFVs Use of AFVs by high-profile fleets increases public awareness and approval of alternative fuels. Can often be purchased for the same price as conventional vehicles

Alternative Fuels Facts A light duty natural gas vehicle can produce 80% fewer tailpipe emissions than a gasoline vehicle A light duty propane vehicle can produce 60% fewer harmful emissions than its gasoline counterpart CNG heavy-duty vehicles can emit less Nox than those fueled with conventional fuel
