NIPPON STEEL PIPE INDIA PVT. LTD. EMERGENCY PREPAREDNESS & RESPONSE PLAN - FIRE

What do you mean by Emergency? “ The major emergency is defined as one which may affect one or several areas of the site and may cause serious injuries, loss of containment or environmental impacts and may require the help of outside resources in addition to our own to handle it effectively. Emergency may be of two types: 1.On-Site Emergency It is a situation created in an installation in which workers, property & environment in the plant premises are affected. 2. Off-Site Emergency It is a situation created in an installation in which effects are spread out side the boundary limit of the plant.

PURPOSE This Emergency Plan has been developed for NPI. This plan provides core guidance on actions necessary for all emergency situations with could cause hazard to life or property from accidental causes. SCOPE NPI’s “EMERGENCY PREPAREDNESS & RESPONSE PLAN” has been framed in such a manner so as to take immediate action by various groups to meet and control the critical situation within shortest period with minimum loss of Material, Machine and Property & also to minimize the loss of personnel injuries. It is the responsibility of all the individuals in their respective areas to take the necessary safety measures to eliminate the possibility of the emergency and if at all it occurs limit its impact. Purpose & Scope of Emergency?

This plan has the two fold purposes.  One is to prepare NPI for the emergency situations by means of Mock Drill Exercises & Other Training programs.  The other purpose is to handle emergencies and effective use of all resources in the command of NPI with complete liaison and coordination with outside agencies to minimize the effect of such a disaster / emergency Why this plan ?

Why do an emergency occur ? 5 Major Reasons:  Process Abnormalities  Wrong Handling of Process Parameters  Instability of a chemical  Compromise on Quality of the Material being used  Control System Fails  Safety Interlock Fails  Over confidence  Supervision Failure  Behavior of an Employee

Major function of this plan Prepare the associates for the emergency situations described above by Mock Drills & Other Safety Trainings. Rescue the potential victims and treat them suitably. Safeguard others (evacuating them where necessary). Contain the incident and control it with minimum damages. Identify the persons affected. Inform relatives of the casualties / effected person. To provide information to district or industry authority. Preserve relevant records and equipment needed as evidence in any subsequent inquiry. Rehabilitate the affected areas All Associates & Visitors registration at gate office for identification.

What is

A FIRE is voluntarily advancing process Fire is a chemical reaction between oxygen or carbon (or even hydrogen and carbon) and inflammable materials in which heat and light energies are also released.

FUEL Something that will burn AIR Oxygen HEAT Enough to make the fuel Ignite and burn In the absence of any one element, there will be no fire

Type of Fire “A” Group Fire Fire from Wood, Paper, Clothes etc. “B” Group Fire Fire from Flammable liquid Petroleum, Paint, Oil etc. “C” Group Fire Fire from Gases like LPG, aiseteline, Hydrogen, Ammonia, etc. “D” Group Fire Fire from Metals like Sodium, Potassium, Magnesium etc. “E” Group Fire Fire from Electrical fitting, electrical equipment etc.

Fire at Indian oil depot in Jaipur 29 Oct 2009 “B” Group Fire Fire from Flammable liquid Petroleum, Paint, Oil etc.

“C” Group Fire Fire from Gases like LPG, aiseteline, Hydrogen, Ammonia, etc.
