National Institute for Public Health and the Environment GMES towards integrated environmental monitoring of the atmosphere Daan Swart RIVM Laboratory for Environmental Monitoring
2
National Institute for Public Health and the Environment GMES Global Monitoring for Environment and Security Joint program of EU and ESA Other players: EEA, ECMWF, EUMETSAT, WMO, …. Purpose: Set up/integrate monitoring and information infrastructure for environment and security In situ and space components Existing infrastructure is integrated, not duplicated
3
National Institute for Public Health and the Environment GMES Global Monitoring for Environment and Security Program runs for several years already Financed by: -EU: 6 th and 7 th framework program -ESA: GMES Service Element -No structural funding (yet) Guidance: -GMES Advisory Council -GMES Bureau at EU -ESA program board -EU Ministers
4
National Institute for Public Health and the Environment GMES related international initiatives GEO -Intergovernmental Group on Earth Observations -Global Earth Observation System of Systems (GEOSS) → GMES is the European contribution to GEOSS INSPIRE -Infrastructure for Spatial Information in Europe -Directive 2007/2/EC (15th May 2007). -GMES data will become part of INSPIRE in the future SEIS -Shared Environment Information System -EC, late 2007 → Overall framework for a.o. INSPIRE, GMES, …
5
National Institute for Public Health and the Environment Current GMES “Services” Fast track services: -Land -Water -Security -Operational in 2008 (?) Pilot service: -Atmosphere Started in 2007 Implementation group to report this summer
6
National Institute for Public Health and the Environment GMES Atmosphere Pilot Ground based: -Integration AQ monitoring networks -other in situ networks -Balloons, ground based RS -Central role for EEA From Space: -Envisat (Gomos, Mipas, Sciamachy) -Aura with OMI -GOME2 series on Metop -Proposed: TROPOMI (starting 2014?) -Sentinel 4 and 5 (starting 2019 ?) -Central role for ESA Integration of information: -Models using data-assimilation -Integration with meteorological models -Central role for ECMWF Approach: -Like previously in meteorology -Organized internationally, with national foci on “regions” -Core services -Downstream services
7
National Institute for Public Health and the Environment Current GMES-atmosphere projects GEMS -EU-financed GMES-project -Air Quality forecasts on European scale PROMOTE -ESA-financed GMES-project -Space part of GMES Service Element ‘Atmosphere’ GEOMON -EU-financed GMES project (6th framework program) -Collects and analyses European groundbased and satellite data of atmospheric composition, with a main focus on climate change MACC -Future EU-funded GMES project, successor of GEMS and PROMOTE -Aims to produce most of the Core Services for Atmosphere
8
National Institute for Public Health and the Environment GMES Atmosphere: bottom line Many activities and developments Connection with existing infrastructure needs to be improved, this is ongoing Distinct role for satellite observations Clear opportunity for (and need for) TROPOMI as -successor to Envisat and OMI (2014 max.) -precursor to Sentinel 5 (2019 ?) -afternoon orbit complementary to GOME-2
