13. Amendments cont. 1997 –IEP goals must be measurable, –general teacher must be on team – IEP students must be included in state testing (PSSA) –mediation must be provided for parents –alternative discipline plans must be made

14. Amendments cont 2004 –Defines ‘highly qualified’ teachers –Mandated researched based techniques/materials –“Benchmark/short term” language removed from IEP 2008 –Special services must cease if a parent requests this is writing.
