The Board of County Commissioners believe that open and transparent government requires that county government business should be open to effective public review. 10 Community & Neighborhood Resources ACCNR CONSOLIDATED PLAN PRIORITIES Housing Outcomes Rental housing is available for the low and very low-income populations where rental housing rates are low Affordable Housing is located in areas easily accessible by the low to moderate income populations Affordable Housing is available for low-income renters that want to buy Aging stock of low to moderate income owner-occupied units is rehabilitated and/or repaired Homeownership increases in areas where the ownership rates are low

11 Community & Neighborhood Resources ACCNR CONSOLIDATED PLAN PRIORITIES Special Needs Outcomes Special needs populations have housing options, especially those earning less than 40% AMI Services for at-risk children The special needs population is educated about housing and service options Transit options near housing and support services for special needs populations are enhanced The special needs population is integrated into the community

13 Community & Neighborhood Resources Community Development Block Grant Purpose A Program of the Department of Housing and Urban Development that works to ensure decent affordable housing, to provide services to the most vulnerable in our communities, and to create jobs through the expansion and retention of businesses

17 Community & Neighborhood Resources HOME Investment Partnerships’ Purpose The intent of the of the HOME program is to: –Provide decent affordable housing to lower-income households, –Expand the capacity of non-profit housing providers, –Strengthen the ability of state and local governments to provide housing, and –Leverage private-sector participation

18 Community & Neighborhood Resources HOME Eligible Activities New Construction Rehabilitation Reconstruction Site Improvements (must be site-specific) Acquisition of property Acquisition of vacant land (Construction must begin within 12 months of purchase) Demolition Down Payment Assistance Tenant Based Rental Assistance

19 Community & Neighborhood Resources Neighborhood Stabilization Program Purpose NSP was established for the purpose of providing emergency assistance to stabilize communities with high rates of abandoned and foreclosed homes, and to assist households whose annual incomes are up to 120% of the area median income (AMI). At this writing, the U.S. Congress has appropriated three rounds of NSP funding.

20 Community & Neighborhood Resources NSP Eligible Activities The range of housing activities that can be undertaken with NSP funds is more limited than with HOME funds, because NSP funds are highly targeted to neighborhoods that suffer from high rates of foreclosures and abandonment. Activities must fall into one of the five following categories: Financing mechanisms for purchase and redevelopment (such as soft-second loans, loan loss reserves, and shared equity loans) Purchase and rehabilitate of homes and residential properties that have been abandoned or foreclosed upon in order to sell, rent, or redevelop Establish and operate land banks for homes that have been foreclosed upon. Demolish blighted structures Redevelop demolished or vacant properties

21 Community & Neighborhood Resources EMERGENCY SOLUTIONS GRANT (ESG) The ESG program provides funding to: Engage homeless individuals and families living on the street Improve the number and quality of emergency shelters for homeless individuals and families Help operate these shelters Provide essential services to shelter residents Rapidly re-house homeless individuals and families Prevent families/individuals from becoming homeless.

23 Community & Neighborhood Resources HUMAN SERVICE AGENCY GRANTS (HSAG) PRIMARY OBJECTIVE The Adams County Board of County Commissioners will be allocating county general fund dollars from local revenue sources in the form of grants to selected Adams County non-profit organizations to provide financial support to carry out their human service mission.
