2 Proposition 30 Voters approved Prop 30 in 2012 Temporary quarter-cent increase in sales tax and personal income tax for top 2% of taxpayers (filing income of $250,000 as single, $500,000 as joint) Prop 30 prevented $6 billion in cuts in 2013 alone, stabilized the budget, and allowed the state to start restoring funding to public education

3 The Children’s Education and Health Care Protection Act of 2016 Temporarily (12 years) extends the income tax rates on the wealthiest Californians created under Prop 30 The quarter-cent sales tax will expire in 2016 Is expected to raise $8-11 billion annually for: 1.Increased funding for public schools and colleges 2.Increased funding for the Rainy Day Fund 3.After meeting Prop 98 and Prop 2 (“Rainy Day Fund”) requirements, remaining funds will be split 50/50 between the General Fund and Health Care programs for low-income students and their families.

4 Signatures Needed to Qualify the Initiative The current rate for paid signature-gathering is $5.00 per signature. CTA wants to reduce the amount it will cost by having members circulate the petitions for signatures. HLPTA is doing this in a two-week blitz. Reps get the petitions today (March 21) and return them to the HLPTA office by Friday, April 1 (the day before Spring Recess)

5 Signatures? Registered Voters who are: –HLPTA Reps –Family members –Colleagues (Staff members at your site) –Friends and Neighbors All HLPTA members can take petitions to have their family and friends sign

6 Incentives For each signature you bring in before April 1 st, you will receive a raffle ticket. The raffle tickets will be for three (3) $100 Visa Gift Cards. Drawing will be held at the April 25 th Rep Council meeting. Any HLPTA member can circulate petitions and be eligible for the raffle, but they must bring the petitions in to the HLPTA office to collect their raffle tickets.

7 Prop 30’s Daughter means… Stable funding for public schools 2016-2017 is expected to be the last year that schools receive a large increase in funding, so… Without the extension of the income tax for wealthy taxpayers, school districts can expect to see flat funding or even reductions in funding due to fluctuations in the state economy

8 Rules for Signature-Gathering Sign the “Declaration of Circulator” portion! Only registered voters may sign the petition. Each petition sheet must include signatures from one county! Signers must include their address—no P. O. Box or school address! Use blue or black ink only! Don’t use mailboxes or district mail.

9 Remember… One raffle ticket for each signature! Three $100 Visa Gift Cards are the prizes! Petitions are due April 1 st (no fooling!) Drawing will be held at April Rep Council Meeting (April 25 th )
