4 WECC EMS Event Analysis 4 W ESTERN E LECTRICITY C OORDINATING C OUNCIL Since October 2015, 4 EMS events were reported: October 2015 - Complete loss of EMS for over 2 hours due to Human Error December 2015 - Complete loss of EMS for 50 minutes due to Hardware Failure February 2016 - Complete loss of EMS for 1 hour, 43 minutes due to Network Infrastructure February 2016 – Complete loss of EMS for over 2 hours due to Human Error Open Action Item: Investigate disparity in recovery times between WECC-wide outages and NERC-wide outages.

5 NERC Event Analysis NERC Monitoring and Situational Awareness Conference The NERC EMSWG is planning the 2016 Monitoring and Situational Awareness Conference: Will be hosted by CAISO in Folsom, CA Planned for September 27-28 WECC representatives (Brian Meadows and Stacen Tyskiewicz) presented at 2015 Conference. HOPE TO SEE SOME MORE WECC ENTITIES PRESENT AT THIS YEAR’S CONFERENCE!

7 Standards in development Project 2016-01 Modifications to TOP and IRO Standards: Proposed changes to TOP-001 Monitoring non-Bulk Electric System facilities Redundancy and Diverse Routing of Data Exchange Capabilities Testing of the Alternate or Less Frequently Used Data Exchange Capability Standards becoming effective in 2017 TOP-001-3 (R9, R19 and R20) Requires each TOP and BA to notify its RC and known impacted interconnected entities of all planned outages, and unplanned outages of 30 minutes or more, for telemetering and control equipment, monitoring and assessment capabilities, and associated communication channels between the affected entities. Also requires each TOP and BA to have data exchange capabilities with the entities that it has identified that it needs data from in order to maintain reliability. TOP-003-3 (R1-R5) Requires each TOP and BA to document and distribute data requests for all data required to perform its monitoring, analyses and assessments; and for each data-owner to satisfy the data request.

9 Energy Management Systems Work Group (EMSWG) Chair: Brian Meadows (SRP)Vice Chair: Jonathan Aust (WAPA) In 2016, the EMSWG will be focused on newly approved standard TOP-010-1 with a goal of ensuring a consistent understanding and collaborating on possible solutions and best practice. Summary: Requires each TOP and BA to have criteria for evaluating, provisions to indicate and actions to address issues with quality in the real-time data used for monitoring and analysis. Anticipated date of adoption by NERC Board: May 2016

10 Data-Exchange Work Group (DEWG) Chair: Devin Miroy (WAPA-SNR)Vice Chair: Eric Mscichowski (SMUD) WON Connection and Data-Use Agreement On December 3, 2015, the OC voted to approve the WON Connection and Data-Use Agreement changes to reflect the current state of the Universal Data-Sharing Agreement. This allows us to begin the process of having all connected entities sign the updated WON document. Status: List of connected entities has been updated Request letter has been completed and approved List of points-of-contact per entity is being updated Expect to begin sending request the week of March 28 th, 2016 WECCNet Retirement Functionality of WECCNet being replaced by Peak RC’s new Reliability Messaging Tool (RMT) RMT “Go Live” date is Tuesday, April 5 th The current plan is to decommission WECCNet immediately after RMT “Go Live”

11 Physical Security Work Group (PSWG) Chair: Jay Spradling (SRP) In 2016, the PSWG will remain focused on CIP-014 Membership recently toured the Metcalf Substation to discuss the April 2013 incident and learn about security changes made to address vulnerabilities. This tour also included an “Auditor Walk” for members to see firsthand what an auditor looks for during a substation audit. At the July meeting of the PSWG, a new Chair will be appointed.
