14 European Performance Regime (EPR) -Background European legislation requires member states to implement performance regimes governing the relationships between IMs and RUs, including financial incentives The performance regimes should include both freight and passenger traffic International traffic may not benefit from this if only national regimes are implemented The UIC Infrastructure Forum began work on an international performance regime, the ‘European Performance Regime’ (EPR), two years ago

15 EPR -Purpose Improve the performance of international traffic to facilitate the growth in this market and to address the importance of reliability for customer satisfaction The EPR framework adopts a ‘quality circle’ approach rather than a customer- supplier approach between RUs and infrastructure managers

16 EPR - Next steps The planned next phases of the project are as follows: –‘buy in’ to conceptual framework, as set out in handbook by March 2007; –Carry out a pilot test-run on three corridors (Brenner, Rotterdam–Milano and Antwerp–Basle) by summer 2007 –Technical changes in IT systems until the end of 2008 –Dry runs of EPR during 2008 –Evaluation of results of the dry runs by the end of 2008 –Detailed development and agreement of commercial / legal framework by end 2008 –Implementation of EPR on international routes based on agreed implementation plan beginning 2009 and beyond
