1 UTPA 2012: A STRATEGIC PLAN FOR THE DIVISION OF THE PRESIDENT Approved by the President in Spring 2007. 1  Provide students with a quality educational experience that enables them to complete their educational goals in a timely fashion.  Become an outstanding research institution, emphasizing collaborative partnerships and entrepreneurship.  Enhance UTPA’s engagement with the community to meet challenges and maximize opportunities.  Collaborate with P-12 schools to enlarge the pool of applicants who are personally prepared and academically qualified for higher education.  Infuse Inter-American and global perspectives throughout the University community.  Optimize institutional effectiveness and efficiency consistent with high quality organizational standards. (SLIDE 1) Provide leadership to improve the quality of the educational experience on campus.  Appoint a task force to prepare for the President a report to include: an inventory of current assets, including finances, staff, academic programs, intellectual property, technology, etc. the characteristics of a quality educational experience in classes and extra-curricular activities. a model for quality educational experience for working, commuting, first-generation students. activities to increase and improve student engagement at UTPA. activities to increase student exposure to the community through internships, service learning, etc. a plan to become a learner-centered institution. a plan to align faculty reward and recognition programs to this goal. identification of budget requirements and sources of funding. an evaluation plan for continued improvement of this initiative.  Review, revise and implement recommendations.  Evaluate the initiative for continuous improvement.  Recognize and reward best practices. 3 UTPA 2012: A STRATEGIC PLAN FOR THE DIVISION OF THE PRESIDENT Approved by the President in Spring 2007. 3 Establish a Stewardship Team to monitor this goal with leadership from the Executive Committee and membership from all stakeholder groups.  Direct Institutional Planning and Assessment Committee to prepare for the President a report on Strategic Planning Stewardship Teams, to include recommendations for: a charge for the Stewardship Team for this goal. membership from all stakeholder groups. leadership from the Executive Committee or other senior administration. methods for assuring that all division plans (ODP maps) are synchronized and supportive of the university ODP maps. identification of budget requirements and sources of funding. operating, reporting and evaluation procedures for continuous improvement of this process. (SLIDE 1) Support efforts to become a major research institution.  Develop a dialogue with faculty regarding the synergies among graduate programs, college research agendas, and institutional centers for research excellence.  Direct the Provost to develop for the President a plan for the expansion of graduate education, the academic research agenda and entrepreneurial activity at UTPA; and a process to scan the higher education community for best practices in research and entrepreneurship.  Provide leadership for the establishment of a Border Plex Health initiative.  Provide leadership to establish the Regional Center for Innovation and Commercialization.  Provide leadership to for the Raul Yzaguirre Policy Institute.  Provide information to external funding agencies, corporations and donors to support UTPA’s research agenda.  Initiate conversations with other higher education institutions to collaborate on joint research ventures.  Support centers of excellence based on extent of collaboration, entrepreneurship and quality of research.  Assure funding through fundraising and/or reallocation.  Evaluate the initiative for continuous improvement.  Recognize and reward best practices. (SLIDE 3)  Appoint a task force to prepare for the President a plan for the “UTPA 100” vision commission to include: a charge for the “UTPA 100” vision commission. membership and leadership. an inventory of current assets, including finances, staff, academic programs, intellectual property, technology, etc. method for conducting vision commission retreats/meetings. identification of budget requirements and sources of funding.  Secure buy-in from UTPA Foundation and existing advisory councils.  Assure funding for the initiative through fundraising and/or reallocation.  Conduct “UTPA 100” initiative with guests invited by commission, gather input and produce long range vision for 2027.  Publish the “UTPA Vision 100” report. Improve the visibility of the University to increase external financial support of the institution.  With the Vice President for External Affairs, develop and implement an annual plan for engaging the President in development activities, including rapid response to emerging opportunities.  Identify budget requirements and sources of funding.  Evaluate the effectiveness of the plan for continuous improvement. GOAL: Collaborate with P-12 schools to enlarge the pool of applicants who are personally prepared and academically qualified for higher education. (SLIDE 1)  Direct the Dean of the College of Education to lead a task force to prepare for the President a report that includes recommendations for: the charge for the P-20 Educational Council. membership and leadership. an inventory of current assets, including finances, staff, academic programs, intellectual property, technology, etc. identification of budget requirements and sources of funding. operating and reporting procedures. evaluation plan for continuous improvement.  Assure funding for this initiative through fundraising and/or reallocation among the partners.  Review, revise and implement strategies.  Publicize actions taken based on input.  Convene an annual Rio Grande Valley Education Summit. Support P-12 on-campus initiatives and collaborations with RGV educational entities.  Direct the Vice President for Enrollment and Student Services (VPESS) to establish a group to: conduct an inventory of P-12 on- campus initiatives and collaborations with RGV educational entities. establish evaluation criteria for these activities and evaluate their effectiveness. conduct a review of best practices at other institutions. make recommendations to improve and expand of activities. report results to the President.  Recognize and reward best practices. (SLIDE 2) Provide leadership for the Colleges of Arts and Humanities, Education, and Science and Engineering to work with STC, Region One, and TSTC to provide quality educators.  Direct the Deans of the Colleges of Arts and Humanities, Education, Science and Engineering to lead a task force to prepare for the President a report that includes recommendations for: the mechanism for the higher education institutions in the Valley to collaborate. membership and leadership for council/committee. an inventory of current assets, including finances, staff, academic programs, intellectual property, technology, etc. operating and reporting procedures. evaluation plan for continuous improvement.  Review, revise and implement recommendations.  Publicize actions taken based on input. GOAL: Optimize institutional effectiveness and efficiency consistent with high quality organizational standards. (SLIDE 1) Champion an institution-wide culture of individual responsibility and accountability for students, faculty and staff.  Review, revise and implement the plan recommended by the Initiative for Development of Effectiveness and Entrepreneurial Leadership Task Force.  Kick off the initiative with an institution-wide event.  Assure funding for the initiative through fundraising and/or reallocation.  Routinely monitor the progress of the initiative.  Evaluate the initiative for continuous improvement.  Recognize and reward best practices.  Appoint a task force to prepare for the President a plan to include: an inventory of current assets, including finances, staff, academic programs, intellectual property, technology, etc. strategies to engage the campus community in a dialogue to define individual responsibility and accountability for job performance and for upholding the values of the institution. identification of best practices and a champion on campus to model the program. recommendation for the organizational body to implement this initiative.  Review, revise and implement plan.  Evaluate the model.  Institutionalize the model and empower faculty and staff.  Require divisions to report to the President on the program’s effectiveness. (SLIDE 2)  Direct the Vice Presidents for External Affairs and Information Technology to prepare for the President a communication improvement plan for all constituent groups to include: identification of essential information for each group. an inventory of current assets, including finances, staff, academic programs, intellectual property, technology, etc. identification of the most efficient method of dissemination for each group. recommendation for the organizational body to implement this initiative. recommendation for an effective institutional web-based calendar of activities. an evaluation plan.  Review, revise and implement the plan.  Evaluate the initiative for continuous improvement.  Recognize and reward best practices. Improve communication with all constituents. Improve evaluation of all Presidential initiatives.  Direct the Office of Internal Audits to include in its annual audit plan evaluations of appropriate Presidential initiatives. Improve data-based decision making in the division.  Direct the Office of Institutional Research and Effectiveness to support with data and information the task forces appointed to develop recommendations to achieve the objectives in the President’s ODP maps.  Direct OIRE to find and implement best practices for environmental scanning to support planning and decision making at UTPA. (SLIDE 3) Advance diversity as an asset in University life.  Direct the Equal Employment Opportunity Committee, Human Resources Director, Compliance Coordinator, Affirmative Action Representative and Student Judicial Affairs Officer to develop a plan to: create a learning and working environment that enhances the human potential of all the members of the UTPA community, and encourages diversity and civility as essential to the University’s achievement of its mission and progress toward its vision. The plan will include: an inventory of current assets, including finances, staff, academic programs, intellectual property, technology, etc. identification of best practices and a champion on campus to model the program. recommendation for the organizational body to implement this initiative.  Review, revise and implement plan.  Evaluate the model.  Institutionalize the model and empower faculty and staff.  Require divisions to report to the President on the program’s effectiveness.
