1 A Case Study of Central Library at Central Institute of Technology in Kokrajhar

2 ICT are being increasingly used in library and information services for acquisition, processing and dissemination of information. The use of ICT has become increasingly important in special libraries as it is switching over to ICT based resources and services at an accelerated pace.

3  Library automation: automating library housekeeping operations.  Progressive automation of reference service.  Library management: Classification, cataloguing, indexing, database creation.  Access to logical and wide area networks (Resource sharing and information dissemination)  Developing skills to navigate internet resources.  Human Resource Development.

4  To study the Quality of ICT based library services in providing the services to its users.  To identify the best Quality of Library services related to the needs of users and solution to the practices in meeting the needs of the users at Central Library, CIT.  To understand how a Librarian negotiates the ongoing changes in the development of ICT for a quality of ICT based library services.  To crack the loop holes of the ICT based Library services and tries to suggest for its remedial measures for Quality of ICT based Library Services.

5 The Central Library (CL) of Central Institute of Technology (CIT) was established with the inception of the CIT in the year 2006 and is temporarily located in the ground floor of the Academic-II Building as the permanent two storied Library building is on construction. The Total Collection of Book in print and non print in the Central Library of CIT is 27542 and 1445 respectively according to August 2013. It subscribes to 16 numbers of national and regional daily and weekly newspapers. It is a member of the Developing Library Network (DELNET) databases and the Info Trac Engineering Science and Technology (IESTC) databases which enables accessing e- journals.

6 It is equipped with SOUL 2.0 and is one of the libraries in the North East India using the latest Information Technology of Library Automation with the Radio Frequency Identification (RFID)

7  Shelf Issue and Return;  Online Public Access Catalogue (OPAC);  Information Services: DELNET and IESTC Databases, CD-ROM Search Service, Internet Services, Selective Dissemination of Information (SDI) Services, Newspaper Clippings;  Document Delivery Service: Email, Photocopying, Post, Scan and Write;  Current Awareness Service;  Social Media Network Service on Facebook.

8 Users were asked to indicate to what extent they were satisfied with the application of ICT based library services. Four options were provided to indicate responses. The analysis shows that 100% of the users were very satisfied with the quality of the ICT based library services provided by the central library of the CIT.

9 The Library professionals are having a tough time to be adapted with the latest ICT installation in the central library due to no proper training from the experts. Though they have not left the stone unturned in giving a Quality of ICT based library services they are in need of ICT expert training to put their best hands on the services.

10 Due to inadequate room, the books for issue and the reference books are housed in the same room. The users while issuing the books along with a reference book, gets issue receipt printed though the reference book is not issued. So a note on the screen was introduced to appear that Reference Books are not for issue at the time of issue.

11 Sometimes the RFID sensor reader and the detection pedestal cannot scan more than 4 to 9 books at a time as the rule of the library allows users to issue more than 4 books at a time. So the users are asked not to scan more than 4 books at a time at the sensor reader and the Security gateman checks the printed issue receipt.

12 The SOUL 2.0 and the RFID server run on the same server of the institute which creates problem sometimes. Therefore, the library is in need of an independent internet server for a Quality of ICT based library services. A new server has been ordered for the same.

13 Quality of ICT has been a means to bring Quality Services, but at the same time the manual traditional practice is also a part and parcel of Quality of ICT Based Library Services.
