TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 1. introduction OSH research has a key role in ensuring safety, health and well- being at workplaces. It provides arguments and scientific evidence upon which efficient and sustainable policies and prevention measures have to be based (European Commission, 2007). It also delivers the evidence base for the development of practical methods and tools to be applied at the company/establishments level. In the context of economic crisis, it is particularly important for research resources to be properly allocated and efficiently used. The projects and information sharing contributes to finding solutions and interventions in the workplace to improve working conditions.

TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 Legal framework in Portugal As a result of the need for transposition of the Framework Directive, the need to fully comply with the obligations arising from the ratification of Convention 155 of the ILO, and the celebration by the Government and Social Partners, a Social Agreement on Safety, Hygiene and Health Labour, a new regulatory framework - Decree-Law 441/91 of 14/11 - containing principles designed to promote safety, hygiene and health at work was made. This law came to provide the country with a legal driver of an effective policy of prevention of occupational hazards, applicable to: - The all kinds of organizations (public or private); - All sectors (private and public) ; - All types of workers. This law has proved ineffective in its application to public administration. In 2008 the government decided to approve the scheme of employment in public functions and include there an entire chapter on Safety and Health at Work. 2. TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 a) Annual Programming In the annual plan of activities of the ACT (2013) there is a program concerning: Promoting the improvement of safety and health (OSH) of workers of ACT, whose main objectives are: To stimulate the activity of OSH; Ensure consultation and participation of workers in OSH; Promote risk assessment and ensure professional response to emergency situations; Ensure the effective improvement of working conditions in the ACT. 2. TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 b) Organization of services Politics: The ACT is committed to adopt a policy of safety and health at work: - Ensure working conditions in accordance with legal requirements; - Take the information and training of their employees; - Promote the participation and consultation of workers; - Ensure a working environment safe and healthy; - Adopt strategies for continuous improvement of working conditions; - Ensure the means for the implementation of the policy. Regulation: The ACT has developed a regulation with the following matters: - General (General Obligations of the ACT; obligations of workers, information workers, consultation of workers; training) - Organization of services (mode of service; service structures; activities of safety and health at work) 2. TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 c) Consultation and Participation In Portuguese law there is an obligation of the realization by the employer, at least, two annual consultations workers on OSH. In the ACT the following objectives were set for the consultation process (online consultation): The consultation aims to promote the active participation of its workers in matters relating to OHS, particularly in this case addressed the following topics: Organization of the Occupational Safety and Health Act; Prevention and risk assessment; Training in safety and health at work. 2. TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 c) Risk assessment 1- Identification of the professional / functional profiles and respective jobs to evaluate; 2 - Listing of the risks they are exposed to all workers employed in professional categories / functional profiles indicated above, in all respective jobs; 3 - Preparation of checklists for risk, including the definition of criteria for the valuation level of disability; 4 - Completing the Checklist and Assignment Level Disabilities; 5 - Assignment Exposure Level ; 6 - Determining the Level of Probability; 7 - Assignment Level Consequence; 8 - Determining the Level of Risk; 9 - Hierarchy of Level of Risk through intervention levels. 2. TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 d) Accidents / Incidents The Decree-Law n. 503/99 of November 20, in force since May 2000 approves the new legal regime of accidents at work and diseases professionals in the field of Public Administration. Workers covered: Employees and agents and other workers who Subscribers are performing functions in central, regional and local. This law expressly and unequivocally assigns responsibility the burden to the employer to the service of which the accident occurred or the disease was contracted, 2. OSH researches/projects for public establishments in EU a) Working conditions in central public administration (publication data 22-8-2013) This report sets out to provide an overview of the main causes and reasons for change in central public administration in the European member states plus Norway. It also looks at the impact these changes have had on the sector's working conditions, as well as exploring how this situation is expected to evolve. This study was compiled on the basis of individual national reports submitted by the EWCO (European Working Conditions Observatory) correspondents. The national reports were drawn up in response to a questionnaire, hat included the following item: Health and well being (exposure to risks and hazards, stress at work, job intensity, psychosocial risks, information on existing health and safety risks at work, monotonous/complex work, social support at work, organisational issues) www.eurofound.europa.eu

TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 b) Employee turnover, working conditions and motivation of civil servantsEmployee turnover, working conditions and motivation of civil servants (publication data: 16-03-2009) In September 2008, Bulgarian Ministry of State Administration and Administrative Reform presented the results of a survey – entitled Employee turnover, working conditions and motivation of civil servants.Employee turnover, working conditions and motivation of civil servants The latter is funded by the European Social Fund under the Operational Programme Administrative Capacity 2007–2013.The survey examines civil servants’ perceptions about stress at work, factors causing stress, job satisfaction or dissatisfaction, and motivation.European Social FundOperational Programme Administrative Capacity 2007–2013 stress at work Conclusions: Working in public administration appears to be associated with high levels of stress. The main stress factor reported: The low level of remuneration. Other work-related stress factors included: high workload; too many and diversified tasks; time pressure; low levels of autonomy. 3. TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 c) Harassment and violence in public administration (Czech Republic) (publication data: 02-12-2009) The project ‘Workplace stress – prevention opportunities’ focuses on the identification of the most frequent and significant stressors in the workplace and also seeks to examine the stress factor of excessive mental load and other negative phenomena such as harassment and violence in public administration. The research has been completed through a cooperation between the Department of Human Resource Development of the Ministry of the Interior of the Czech Republic, the Trade Union of Public Authorities and Organisations and the Occupational Safety Research Institute.harassment and violence Main problems identified: problems connected with working on a personal computer (PC); reorganisation and staff cutbacks; lack of support for stress prevention by employers; low prospects for career growth; time pressure; problems resolving conflicts with clients; poor communication. 3. TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 d) Priorities for OSH research in the coming years Violance and harassment at work Lack of reliable data on the prevalence of harassment and violence in Europe; Lack of intervention evaluation research in relation to harassment and violence at work. Priorities for research: Clarify the terms, definitions and classifications used in relation to different types of work-related violence and harassment; More sector-orientated research is needed to clarify the influence of various situational and environmental factors of third-party violence or harassment in worker–client interaction in different workplace settings. Conduct high-quality interventions aimed at developing, testing and evaluating strategies to prevent harassment and violence in a variety of workplace settings and the negative consequences of such behaviours. Evaluate the process, efficacy and cost-effectiveness of the interventions. 3. OSH researches/projects for public establishments in EU

OSH researches/projects for public establishments in EU Investigate the complex interactions between work-related psychosocial and organisational risk factors, work-related stress, physical inactivity at work, risk behaviours and chronic diseases and health conditions to provide an evidence base for policy development and effective prevention strategies. Focus on groups particularly vulnerable to the adverse health effects of psychosocial risk factors at work. Develop interventions, programmes and strategies that merge traditional workplace health protection with workplace health promotion and address both work-related risks —organisational and psychosocial — and behavioural factors simultaneously. This logically includes a focus on both the work environment and individual choices and behaviours.

TÍTULO DA APRESENTAÇÃO Taiex Workshop on Occupational Health and Safety in Public Establisments – Ankara 7-8th October 2013 d) Priorities for OSH research in the coming years Well-being at work — a positive approach Reinforce the positive approach in occupational health psychology research by focusing on positive job characteristics and well-being, including work engagement, job resources, psychological capital, job crafting and positive spillover. Explore further the relationship between workplace innovation, health and safety at work and company performance, and the possibility of improving health and well-being at work through workplace innovation. 3.
