Concealed Carry has been allowed in Texas since January 1, 1996. What are the results?

The murder rate in Texas fell 50% faster than the national average after Texas granted Concealed Carry rights to law abiding citizens in 1995.

The rate of rapes in Texas fell 93% faster than the national average in the first year after Texas granted Concealed Carry rights to law abiding citizens. It fell 500% faster in the second year after Texas granted Concealed Carry rights.

The rate of overall assaults in Texas fell 250% faster than the national average in the second year after concealed carry was allowed. Criminals convicted of non-violent crimes in Texas repeatedly cite concealed carry as the primary reason they avoided attacking citizens directly

Are CHL holders safe? Any negative effects?

TX Requirements for CHL Must be at least 21 years old Have a clean criminal history, including military service and recent juvenile records. Not be under a protective order. Not be chemically dependent. Not be of unsound mind. Not be delinquent in paying fines, fees, child support, student loans, etc. Be eligible to purchase a handgun by completing the NICS check. Complete required training. Pass a written test Pass a 50-round shooting test – very similar to the annual re-qualification test required of law enforcement offices.

The Texas Department of Public Safety notes that Concealed Carry License holders are 14 Times less likely to commit a crime than the average citizen. –This is a better average than most police departments. No Concealed Handgun License holder has ever been convicted of capital murder in the State of Texas.

Classroom intimidation? The word concealed is there for a reason. It is a key requirement of the license. Have you ever noticed a person carrying a concealed handgun? Concealed handguns would no more distract college classrooms than they currently distract moviegoers from enjoying their movies.

Suicides? Studies show that 90% of suicides are committed at home. 21 is the minimum age to obtain a concealed handgun license Most college students over the age of 21 live off-campus. A campus the size of UT (50K) would be unlikely to have more than 10-20 students with CHL’s living on campus.

Suicides? Allowing concealed carry on campus would have no impact on the ability of college students to posses firearms in their homes. Therefore no impact on the overall number of suicides by college students.

Theft in dorms? Very few students over the age of 21 live in dorms. Only 1.2% of eligible citizens (over 21) have concealed handgun licenses The University of Texas – with over 50K students would only have 10-20 CHL’s living in dorms. Other options: community gun lockups, small gun safes.

Police Training vs. CHL’s Police go through 4-5 months of training, but the majority of this training does not involve firearms The qualification test for obtaining a CHL is very similar to the annual re-qualification test required for law enforcement Many police officers only fire their guns every six-months or once a year to re-qualify Many CHL’s practice at the range every week or at least monthly CHL training does not prepare you to be a police officer, but it does prepare you to protect yourself CPR training doesn’t prepare you to be a Heart Surgeon either

Misidentification in Mass Shooter scenario? Police forces are trained to expect armed “bad guys” and armed “good guys”—be it off-duty/undercover police officers or armed civilians—in tactical scenarios. CHL holders are state and FBI certified “good guys.” There are no significant differences between carrying a concealed handgun on a college

Universities that currently allow concealed carry

Since 2006, state law has allowed licensed individuals to carry concealed handguns on the campuses of all nine public colleges in Utah. Concealed carry has been allowed at Colorado State University since 2003 Blue Ridge College in VA has allowed concealed carry since 1995.

Concealed Carry has been allowed on these 11 campuses for a combined total of more than 80 semesters NONE of these campuses have seen a single resulting incident of gun violence (including suicides). No gun accidents No gun thefts

Virginia Tech, Columbine, and other mass shootings Could CHL’s have made a difference?

Virginia Tech 19 of the 32 victims were over the age of twenty-one, and were eligible to obtain a CHL. Some of them had time to respond

Professor Liviu Librescu, a Holocaust survivor, held the door of his classroom, room 204, shut while Cho attempted to enter it. Librescu was able to prevent the shooter from entering the classroom until most of his students escaped through the windows, but he died after being shot multiple times through the door.

Couture-Nowak ordered her students to the back of the class for their safety and made a fatal attempt to barricade the door. Student Henry Lee was also killed while trying to help Professor Couture-Nowak barricade the door.

Student Zach Petkewicz barricaded the door of room 205 with a large table. Cho shot several times through the door but failed to force his way in. No one in that classroom was wounded or killed. Katelyn Carney, Derek O'Dell, Trey Perkins, and Erin Sheehan barricaded the door of room 207 and prevented Cho from re-entering the room. O'Dell and Carney were injured.

Professor Kevin Granata brought 20 students from a nearby classroom into an office, where the door could be locked, on the third floor of Norris Hall. None of the students locked in Granata's office were injured.

On Oct 16, 1992 Dr. Suzanna Hupp entered a Lubby’s cafeteria in Killene for lunch with her parents. She turned around and went back to her car to lock up her handgun. She wanted to comply with Texas law at the time, which forbade carrying a concealed weapon.

When George Hennard drove his truck into the cafeteria and opened fire on the patrons, Hupp instinctively reached into her purse for her weapon, but it was in her vehicle. Her father, Al Gratia, tried to rush Hennard and was shot in the chest. As the gunman reloaded, Hupp escaped through a broken window and believed that her mother, Ursula Gratia, was behind her. Her mother Urusala had instead and crawled to her husband’s side. Hennard put a gun to her Urusala’s head and shot her as she cradled her mortally wounded husband. Dr. Suzanna Hupp's mother and father were killed along with twenty-one other persons. Twenty others were seriously wounded.

Most victims of mass shootings are shot at pointblank range, by assailants who move slowly and methodically from victim to victim. It requires neither superhuman reflexes nor deadeye accuracy for armed citizens to defend themselves against such an attack. Could CHL’s stop a mass shooter?
