2 2 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH International Cooperation in the next OPET Network in the 5 th FP the OPET will be also responsible for the dissemination and exploitation of new energy technologies in appropriate markets in third countries l l The new enabling context provided by the 5 th FP l l Why to extend the geographical coverage of the network l l The role of the OPET-Associates l l Working with the OPET-Associates: mechanisms for effective collaboration l l Coordination with other international cooperation programmes and initiatives

3 3 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH The new enabling context provided by the 5 th FP (I) International RTD cooperation is conducted mainly within the thematic programmes ; INCO will focus only on RTD areas not covered by thematic programmes Cooperation projects with third countries and international organisations are possible as long as these are important to achieve the objectives/targets of the ENERGIE programme ä ä possibility to have R&D, demonstration or dissemination totally or partially conducted in a third country ä ä programme is open to participation of third countries and international organisations: decided on a project by project basis and funding (exceptional) from the ENERGIE programme

4 4 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH The new enabling context provided by the 5 th FP (II) Non-EU countries: who can participate in ENERGIE? l l Associate countries: full participation as an EU Member State,with programme funding Iceland, Liechtenstein, Norway, 11 candidate, Israel, Switzerland l l Countries with S&T Cooperation Agreement: project/project participation, funding exceptional cases (reciprocity, IPR) Argentina, Australia, Canada, China, Russia, South Africa, USA l l Others (with few exceptions): project/project participation, funding in exceptional cases

5 5 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH Extend the geographical focus of the network, why? (I) l l to promote European excellence in energy technology in world-wide markets l l to strengthen competitiveness of European industry and enhance its presence in those fast growing markets l l to help address global environmental concerns in line with Kyoto objectives l l to help safeguard supply security we have to establish strong international partnerships with the world’s fast growing energy markets and give them access to information and experience on the best energy technology options

6 6 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH Extend the geographical focus of the network (II) KEY EMERGING WORLD MARKETS IN… - S - South Mediterranean- North America - European NIS and CIS- Indian subcontinent - European non-Assoc. CEEC- ASEAN - Middle East- China - Andean Pact- Southern Africa - Mercosur The Open Call also addressed to organisations established in those regions to become Associates of the OPET Network the Commission will take the necessary initiatives to ensure full geographical coverage of the above regions l EU energy-related programmes: ä ALTENER ä The “ENERGY” RTD Programme

7 7 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH The role of the OPET-Associates (I) The OPET-Associates … l l will act as focal points for the entire network l l will have the strategic role of enabling the appropriate dissemination and exploitation of new energy solutions into those third countries markets l l will undertake a very diverse range of activities, designed in partenariat with the OPET, in order to achieve technological take-up l l will constitute the main vehicles for assisting FP non- nuclear energy RTD technology developers and suppliers in opening and exploiting new foreign markets

8 8 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH The role of the OPET-Associates (II) OPET-Associate is a well established organisation (or consortium) with an operative expertise in energy markets and technology promotion in the geographical area it proposes to cover l l either national or regional, international or multi-party, public or private organisation specialised in energy technology topics l l with vocation for providing public services to their community and with a transnational public mandate l l experienced and with an extensive network of contacts throughout the geographical area that is proposed to cover

9 9 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH Working with the OPET-Associates - mechanisms for effective collaboration (I) OPET-Associates will play a more reactive role… l l tasks to undertake depend greatly on initiatives agreed with OPET Members and Commission l l 75% of their workprogramme has to be negotiated and agreed with OPET counterparts (during contract negotiation) to cope with European industry interests l l remaining 25% to cover manag/reporting and self- promoting tasks OPET-Associates receive max. 50% support budgets more/less same magnitude as for OPETs

10 10 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH Working with the OPET-Associates - mechanisms for effective collaboration (I) OPET-Associates will play a more reactive role… l l activities of mutual benefit, i.e. to address both the EU technology strengths and EU industry interests and the needs and opportunities of the target markets l l no twinning between OPET and Associates, i.e. each Associate has to work with at least 3 different OPETs established in at least 2 different countries

11 11 ENERGY, ENVIRONMENT AND SUSTAINABLE GROWTH Coordination with other international cooperation programmes and initiatives with limited financial resources, l l the activities developed by OPET-Associates have to reflect close coordination with other relevant EC cooperation programmes to benefit from synergies l l the network ability to achieve concrete results in such large and dynamic regions depends to a great extent on the maintenance of regular contacts and joint initiatives with other international partners
