The CMIT recommended revival of Beldari system for urgent type of repair work on occasionally damaged roads and allocation of funds for their maintenance. Inspection Report sent to the CS on 02.06.2014. The CS sent the report to the Secretary C&W on 10-06-14. He was directed to take necessary steps on the recommen- dations made by the CMIT. The C&W has taken up the matter with their Chief Engineer for necessary rectifications.

Entire amount released and utilized by the executing agency but the achievement on construction of work is only 2.7 KM against the required length of 9.3 KM. The concerned officers are required to be taken to task and the remaining work is desirable to be completed as per the approved PC-I. Report sent to CS Office on 06-06- 2014. The Office of the CS sent the case to the Chairman BDA for comments on 10.06.2014 and desired to initiate a note along with order of inquiry and statement of allegations against the responsible officers. 3

The PC-I indicates that BDA will be maintaining the Hospital which is against the policy. Release of balance amount of Rs. 37 million will pave the way for early completion of the Project. Report sent to CS on 09.06.2014. The CS has desired “please move summary for CM” and sent to the ACS (Dev.) on 16-06- 14 The ACS (D) has initiated action on 9.9.2014.

The BDA requires improving their monitoring and supervision process instead of relinquishing the projects on the sweet will of the contractors who are patronized by influentials. An early completion of the road work entrusted to any nation building Department is desirable. Report sent to CS on 5 th June, 2, 2014 The CS has desired “views on above” and sent to the Chairman BDA on 09- 06-14 * The case is now with ACE.

Project cost Rs.264.100 million (2010) Killa Abdullah Mr. Tahir Munir Minhas. The executing agency (BDA) is showing 100% completion of work which is incorrect as found on the ground. This aspect calls for looking into the matter more prudently. Report sent to CS on 5 th June, 2014. The CS has desired a note alongwith order of inquiry and statement of allegations against the responsible officers from P&D Department.

Project cost Rs.129.800 million (2012) K illa Abdulla Mr. Tahir Munir Minhas. The Executing Agency (BDA) claims to have achieved 54% physical progress while on the ground it is only 33%. BDA may be directed to utilize the balance amount and complete the scheme as early as possible. Report sent to CS on 6 th June, 2014. The CS has desired for necessary steps and sent the report to the Chairman BDA on 10-06-14 to initiate a note alongwith order of inquiry and statement of allegations against the responsible officers.

Project cost Rs.984.034 milion. (2010) Killa Abdullah Mr. Tahir Munir Minhas. The quality of some of box culverts with stone masonry is hopelessly poor. The contractor has left the work and the BDA is in the process of issuing notices. The P&D and Finance Departments are required to be directed to make maximum possible releases of funds to the executing agency for early completion of the Project. Report sent to CS on 09.06.2014. who desired its monitoring and convey to P&D and FD”. The P&D and FD have accordingly been approached for early release of funds for completion of the Project.

Project cost Rs.294.711 million (2004) Killa Abdullah Mr. Tahir Munir Minhas. The CMIT recommended that the extra payments made to the contractor may be adjusted against the work to be done and the executing agency be asked to expedite the pace of work on emergent basis. Report sent to CS on 09.06.2014. Worthy Chief Secretary directed the BDA to go through the recommendations of CMIT and take necessary action.

The inspection has shown nil progress on the scheme and making illegal payments to the contractor without doing any work on site. The amount is desired to be recovered from the contractor and action against the delinquents is recommended. Report sent to CS Office on 10.06.2014. Worthy CS has sent the case to the ACE for necessary action.

Project cost Rs.103.025 million. (2009) Killa Abdulla Mr. Tahir Munir Minhas. The design of the building is so poor that not a single bath room has been provided in the whole building, while the hall has been flooded with huge pillars which obviously do not serve the purpose. The over all workmanship is so poor that building gives an image of archeological site. It is desirable that both the C&W and Education Departments should step in immediately to monitor the work before the payment is finalized by the BDA (executing agency). Report sent to CS Office on 11.06.2014. The case is now with ACE.

The scheme consists of many works which include installation of Tube wells, drilling of bores and construction of water storages for agriculture purpose costing Rs.30 million.The Administrative Department (Agric: Department) does not find any role to play in conceiving the project or its operation after completion in the PC-I. The Departments, particularly BDA (the executing agency) must invariably seek input from the Administrative Department in all the Schemes approved by the P&D. In case of failure, loss of resources becomes evident and remains open for cribbing by the people. Report sent to CS Office on 12.06.2014. The case is now with the BDA.

(C&W) Project cost Rs.106.454 million (2011) ShiraniMr. Hussain Ahmed Sherani. The C&W Department has hardly cared for the designing requirements and the connected matters before initiating such a scheme. Neither the flow of water has been kept in mind nor the requisite quantities worked out appropriately for the scheme. It is recommended that the Department must look into the shortfalls and complete the scheme as soon as possible. The Report submitted to the CS on 12.05.2014. The CS has desired for necessary action by the Secretary C&W on 16-05-14. The C&W Department has called for a report from field offices. Action awaited.

(2004) Killa Saifulla Mr. Hussain Ahmed Sherani. The scheme is a part of an umbrella project with an 8 th time revised estimate of Rs. 838 million. Provision of causeway and Bridge should be thoroughly checked by an expert taking into account the discharge of river and its extreme slopes. The field staff should be imparted proper training for improvement of their efficiency and dependency on consultants for simple works should be avoided. The Report has been submitted to the CS on 16- 05-2014. The CS has ordered for rectification and sent to the Chairman BDA on 19- 05-14. BDA has not informed regarding action taken as yet.

(2004) Killa Saifulla h Mr. Hussain Ahmed Sherani. The CMIT recommended that an expert Committee may be constituted, comprising of hydrologist, Geophysicist and Water Resource Engineer to visit all non-functional tube wells and submit their detailed report for operationalisation of the tube wells installed under the Programme. Further funding and release may be seized till the fate of the Project is decided. The Report submitted to the CS/CM on 15.05.2014. Worthy CS recommended that “The Chief Minister may see the mess we are in. We may ask the new management of BDA to come up with a pragmatic proposal”. The Hon’able Chief Minister ordered to send the details to Minister BDA. The CS has further directed to initiate a note alongwith order of inquiry and statement of allegations against the responsible officers from the P & D Deptt:

(C&W) Project cost Rs.87.243 million (2013) QuettaMr. Shahnawaz Ali. The Scheme was approved by the P&D Department without ensuring the availability of land for the proposed stadium. The CMIT recommended that the Secretary, Livestock will coordinate with the MPA of the area for acquisition of free of cost land. Efforts to provide similar facility on Sariab Road may be made on priority alongwith providing smaller play grounds to the youths of the area in different localities. Report sent to the CS office on 09-06- 2014. The CS has approved the recommendat ions of CMIT. Further action is awaited.

Project cost Rs.73.760 million (2013) Quetta Mr. sarwar Javaid. Work on the scheme has not so far been started despite release of complete funds in the month of January 2014. The Departmental officers have failed to show cogent reasons for non- commencement of the work. Report sent to the CS office on 13-05- 2014. The CS has sent the case to C &W. The C&W initiated action on the recommendations of CMIT.

(2008) QuettaMr. Zeeshan Ul Haque. The CMIT recommended that the joint venture is not a loss making entity but is useful and in the interest of the Government. The statistics given by the contractor and the Department vary from each other whereas same is the case in respect of the Finance Department. Certain steps are required to be taken with regard to coordination and monitoring issues for developing the center into a more profit making avenue. Report sent to CS on 28- 05-2014. The CS has desired action and sent to the Secretary Industries on 11-06-14.

Latest update. 18Establishment of Semi cold fish Hatchery at Sabakzai Dam Balochistan.( Agric: Deptt:) (Z2013.0031 Un- approved). Project cost Rs.84.337 million ZhobMr. Hussain Ahmed Sherani. The Department is yet to initiate the land acquisition process. The allocated amount for the land acquisition purpose may not be sufficient, as the land carries higher prices against the depicted rates, approved in the PC-I @ Rs. 50,000/- per acre. The current rates are around 2-3 lac per acre. Inspection Report sent to the CS on 13 th June, 2014. The CS has desired “please examine and incorporate it in your plan” and sent to the Secretary Fisheries on 28- 08-14. Action is awaited.

(C&W) Project cost Rs.206.827 million (2013) HarnaiMr. Hussain Ahmed Sherani. The pace of work is slow and is running at snail’s speed. The earth work on the site is of poor quality and requires attention by the officers of the executing agency (C&W). The CMIT recommended rectifiable measures with instructions to the supervisory staff to follow the approved specifications in letter and spirit. Report sent to CS on 10-07- 2014. The CS has forwarded the report to Secretary C&W on 15-07-2014 and directed to take necessary action on the recommendatio ns of CMIT. The C&W Deptt: has initiated action on 31.10.14 for a report from Chief Engineer.

(BDA) Project cost Rs.6074 million (2013-14) District Zhob and Shirani. Mr. Tahir Munir Minhas. As per progress of the scheme, work on 9 out of 12 bridges is ongoing while on the road portion, the activity is also in hand. In order to ensure quality of work it was recommended that a fresh opinion from the engineers may be sought and Asphalt Base course which has been deleted from the original design may be again allowed otherwise premix surface will not hold good which will affect the life of road. The road may be extended up to KPK. Inspection Report sent to the CS on 14.07.2014. The Hon’ble CM has directed to arrange a meeting to be attended by all stakeholders. Convenient date and time has been requested from the CM Secretariat, on 30.6.2014 & 18- 08-2014. 21

(BRDS Project C&W Department) Project cost Rs.835.092 million. (2010) District Ziarat and Harnai. Mr. Tahir Munir Minhas. The CMIT recommended as under:  The road falls in the monsoon region and heavy rains and flahs flooding is common in the area. Proper survey has not been carried out to safeguard the road.  The road has been designed for 12 ton axle load while heavy coal load exceeds 12 tons which ultimately will damage the road.  Funds allocation is less than the actual requirement.  The width of the road does not match with the flow of traffic on the road. The report was sent to CS on 15-07-2014. The CS desired “please examine” and sent to the Secretary C&W on 11- 08-2014. The Minister Information has also taken cognizance and ordered an enquiry by the C & W Deptt: 22

(BDA)(Project ID Z2009-0022- 351)(Approved ). Project cost Rs.388.680 million PishinMr. Tahir Munir Minhas The PC-I and minutes of the PDWP meeting are silent about the details of the roads to be constructed. The executing agency (BDA) does not have proper presence in the project area, therefore, its monitoring and supervision mechanism is quite poor which needs improvement. Inspection Report sent to the CS on 16.07.2014. The CS/CM have agreed with the CMIT’s recommendati ons. 23

(BDA) Project cost Rs.297.691 million (2004) Killa Abdulla Mr. Tahir Munir Minhas. This scheme has been stretched by the P&D Department over 10 years and till now only 48% funds have been released which will have no impact as the population of the area has been suffering fro the last 10 years due to this construction. Inspection Report sent to the CS on 17.07.2014.The CS has sent the case to ACS to explain the position. The P&D initiated action on the recommendation of CMIT by writing to BDA for rectification. 24

(C&W) Project cost Rs.98.214 million (2012-13) QuettaMr. Abdul Qayyum Kakar. The CMIT recommended that construction of drains along road side be designed for safety of the road in future. Release of funds to a maximum limit should be ensured during the next financial year (2014-15). Inspection Report sent to the CS on 18.07.2014. The CS has sent the case to CM who has seen the report. 25

(BDA) Project cost Rs.1507.664 million (2011) Killa Saifulla Mr. Tahir Munir Minhas. The Project included construction of 15 roads for a cost of Rs. 1507 million. The Road Khararha Taizha has been designed for 10 ton axle load while the trucks will be carrying 50-60 tons of load on it. At least 20 ton axle load should have been an ideal designed road. The BDA claims development charges @ 4% which are on high side. Purchase of Toyota Corolla Car has also been allowed for P&D Department which is in clear violation of standing instructions. Inspection Report sent to the CS on 22.07.2014. The Chief Secretary has desired for an inquiry and sent the case to ACS.

(2004) ZhobMr. Tahir Munir Minhas The scheme had been approved for a cost of Rs. 163 million with the direction by the P&D Department that the master plan, designs/structure and drawings should be arranged through a consultant and resubmit the same to the P&D Department for revised approval of the PC-I. The C&W Department instead of doing the needful, started the work at its own after issuing work order to the contractor. The CMIT recommended that strict disciplinary action may be taken against the XEN concerned. A principal for the College may be appointed who may also be assigned to act as project Director. Inspection Report sent to the CS on 25.07.2014. The CS has asked for an inquiry by the C & W Deptt:

Latest update. 27Construction of bye-pass from Nawa Killi to Main NHA Road joining at Ziarat cross including link Roads, District Quetta. (BDA). Project cost Rs.1586.512 million. (2010) Quetta Mr. Tahir Munir Minhas. After a lapse of 4 years, the progress on the scheme is nearly 28% which speaks of a volume of lack of interest by the BDA, Finance and P&D. The Scheme has been awarded to 7different contractors. The CMIT suggested that maximum efforts may be made towards the completion of the scheme expeditiously through appropriate release of funds. Inspection Report sent to the CS on 11.08.2014. The CS has desired “BDA to comment” and sent to the Chairman BDA on 13- 08-14. Action awaited on the part of BDA. Reminder issued. 28

29 S.# Name of PSDP Scheme District Inspecting Officer Recommendation of CMIT. Latest update. 28Construction of Baba Kharwari – Dozakh Tangi – Perri Road via Dumyara, District Ziarat. (BDA). Project cost Rs.369.306 million. (2009) Harnai & Ziarat. Mr. Tahir Munir Minhas. The Scheme was taken in hand in 2009.10 but the progress is only 65%. The BDA does not seem to have taken any interest in this scheme. It was suggested that best use of money should be ensured through proper supervision/monitoring which is presently not visible. The executing agency (BDA) may be directed to go through the observations/recommend ations of the CMIT with a view to accomplishing the task as speedy as possible. Inspection Report sent to the CS on 12.08.2014. The CM has approved the recommendations of CMIT and sent the case to BDA. Progress awaited. The Chairman CMIT also inspected the pathetic work on Scheme on 16-11- 2014. No improvement as yet.

30 30 29Inspection of schemes carried out by Deputy Commissioners/ Commissioner Zhob Division - observations of CMIT  Almost all the works have been abandoned for want of balance funds despite the fact that most of them are near completion and billions of rupees being spent.  An amount around 1 billion (if allocated) may finalize maximum projects during the current financial year.  Monitoring and supervision particularly in case of BDA is extremely poor. All the works needed improvement in quality.  Payments made with out any work calls for recovery or adjustment against the works to be done.  As a first step in the road sector, alignment dressing of birms, cutting/blasting and provision of culverts should be the priority.  Payments made against below specifications should be justified/adjusted.  Payments on ongoing schemes is recommended on the following mode : i). At 70% work, 100% payment. ii). At 50 – 70% work, 50% payment. iii). Less than 40% work, 25% payment. Inspection reports sent to CS office on 18.06.2014 with the request for grant of time for a detailed presentation. C & W has constituted an enquiry committee for the proposed.
