JCBRN Defence COE HISTORY October 26, JCBRN Defence COE officially established, November 15, SACT HQ initial accreditation visit, December 05, CZE COGS requested for IMO activation, January 26, st JCBRN Defence COE SC Meeting, February 14, SACT approved accreditation outcomes, March 21, MC endorsed the COE accreditation, July 31, NAC activated JCBRN Defence COE as IMO, November 22, 2007 Opening Ceremony, June 27, Act 760 CR Government Related to activation of the IMO “JCBRN Defence COE“, September 16, 2008 Poland signed Note of Joining, September 14, 2009 Hungary signed Note of Joining. June 16, USA signs the Note of Joining Short history of COE is on the slide JCBRN Def COE is the first International Military Organization in the territory of the Czech Republic and is sponsored by the Czech Republic as host nation and Framework Nation, and other 9 NATO Nations. Those are Germany, Greece, Italy, Romania, Slovakia, Slovenia, United Kingdom, from 2008 Poland and 2009 Hungary signed Note of Joining. USA joined the COE on 16 June 2011. The JCBRN Defence COE shows 11 flags, Each sponsoring Nation has its representative at the COE. Latest development from last SC meeting in April: USA Note of Joining signature will take place on 16th of June at NATO HQ. The first two departments are the most important ones and are multinationally manned. Support Department is manned by Czech staff. There are still some positions opened for the NATO countries. Some SN participants have been replaced (UK, SLO, SVK, ITA,DEU) There are 46 positions foreseen for CZE side and 18 positions for Alliance. 12 of them are occupied. .(there is a need to check this number, in August there is US intention to occupy position of COS and Romania has declared not to occupy its position immediately after Victor departure. 2 Personnel Management

NATO’s STRATEGIC COMMANDS Until 2002 there were two strategic commands for operations based on geographic responsibilities – Allied Command Atlantic (ACLANT) had responsibility for operational coverage of the Atlantic while Allied Command Europe was responsible for operational coverage of Europe. Recognition that the threat to NATO member nations had changed, and that the emerging international security environment demanded a different approach to defence, led to NATO transformation and a new bi-strategic command structure. ALLIED COMMAND TRANSFORMATION has it’s Strategic Headquarters at Norfolk, USA while ALLIED COMMAND OPERATIONS has it’s Strategic Headquarters here at Mons. Allied Command Operations now takes on responsibility for all NATO operations, while Allied Command Transformation takes on primary responsibility for transformational issues and improvements in NATO’s military capabilities. 10 JCBRN Defence COE´s COLABORATIVE NETWORK
ACO ACT Civilian Institutions and Organizations Military Other COEs Universities, Schools To accomplish COE mission, there is a need to cooperate with other organizations. The Collaborative environment consists of: the Czech military institutions - Czech civilian organizations - and international institutions. These organizations can be perceived as Reach Back for the COE. For example: we cooperate with University of Defence of the Czech Republic, especially its NBC institute, and with CBRN Defence Brigade of AFCR E.G.UK representative is double headed + CBRN Defence Brigade HQ in Liberec (UK+CZ) We support Czech Training HQ here in Vyškov by instructors who participate at NATO Civilian Pre-deployment Course. We have established contact with Intelligent Fusion Centre, OPD (ops preparation directorate), JALLC (Joint Analysis Lesson Learned Centre in Lisbon), JWC (Joint Warfare Centre) in Stavanger, Norway and with other COEs. This year we plan to deeper cooperation with EOD COE in the field of CBRN EOD. CLICK DCDC – Development, Concept and Doctrine Centre, UK, Shrivenham, dříve Joint Doctrine and Concept Centre Now. let me briefly inform you about the Czech Military Collaborative Environment. NBC Defence Institute of University of Defence and Research Institute – VOP 026 create Chemical, Radiological and Nuclear part of collaborative environment. These organizations take a main role in scientific evaluation The Central Military Health Institute and The Medicine Faculty create B- means Bio part of collaborative environment. The COE does not have bio-experts and this cooperation is vital for us. The 31st CBRN Brigade assists the COE with practical CBRN training. In accordance with both of our MOUs (Operation MOU which defines the relations among the sponsoring nations and the Functional Relationship MOU which represents relations to NATO, especially to ACT) and in accordance with PE structure the COE supports NATO in area of: Concept and doctrines Lesson Learned Force planning Training, exercise and education And we improve our modelling and simulation capabilities, which are built as a bilateral Czech – US business.
