3 PRE-KATRINA NEW ORLEANS BEFORE THE LEVEES BROKE MWTP TRAINING AND PLACEMENTS IN CONSTRUCTION JOBS ENABLED STUDENTS TO OBTAIN CAREERS AND EARN LIVABLE WAGES DURING 5 YEARS PRIOR TO KATRINA, TRAINED 110 UNEMPLOYED YOUNG MEN, AGES 18-25 YEARS AND PLACED 91 OF THEM FOR AN 83% PLACEMENT RATE

4 MWTP TRAINING 8 WEEKS OFFERRED COURSES: –LIFE SKILLS –CONSTRUCTION MATH & TUTORING –JOB READINESS –COUNSELING –CASE MANAGEMENT & MENTORING –ENVIRONMENTAL COURSES (LEAD-ABATEMENT WORKER, ASBESTOS ABATEMENT WORKER & HAZARDOUS WASTE WORKER) –CARPENTRY CONSTRUCTION SKILLS

8 LESSONS LEARNED COLLABORATIONS CRITICAL SPECIAL NEEDS OF TARGET POPULATION – When the entire infrastructure of a city is DESTABLIZED, displaced need retrained and potential workers need training and subsidies while in training MYRIAD OF CHALLENGES REMAIN –HOUSING, TRANSPORTATION, LACK OF WORKFORCE, INCREASED WAGE SCALE, FEWER WORK STOPPAGES

9 TRYING TO REGROUP STAFF OF CPWR’S MWT PROGRAM IN NEW ORLEANS WERE IMPACTED BY KATRINA – HOMES DAMAGED AND SOME COMPLETELY DESTROYED TRAINING FACILITY LOCATED WHERE LEVEE BREACHED AND FACILITY TOOK ON 6 FEET OF WATER MATERIALS, EQUIPMENT, TOOLS AND SUPPLIES DESTROYED

10 NIEHS Hurricane Katrina Response POST-KATRINA MISSION -PROTECTING WORKERS Tasked with developing course materials to train trainers, identify training locations, deploy trainers, and deliver training to target populations of federally supported responders in the Katrina response zone. –CPWR worked extensively on developing, adapting and vetting curriculum for use in the state of Louisiana for hurricane clean-up activities. curricula approved by OSHA Safety and uploaded onto the NIEHS Katrina Document Library. Included - Debris Inspector Safety, Driver Safety, Education Inspector Safety, Forklift Operator Training, General Safety, Helicopter Safety, Justice Inspector Safety, and Office Worker Safety. –November 2005 CPWR deployed staff to Gulf Coast Region, set up offices in BCTD facilities and/or trailers, trained Distribute relevant training and education materials to general population. –September 1, 2005, the NIEHS Clearinghouse for Worker Safety and Health Training developed a PowerPoint hazard awareness presentation that covered all of the pertinent government guidance available about safety and health hazards following the storm. This PowerPoint, “Protecting Yourself While Helping Others” was posted on the Clearinghouse website and updated several times. It was also translated into Spanish by the Center to Protect Workers Rights. LESSON LEARNED More detailed training must follow for those who continue to work in the area. Workers who enter the area after the emergency portion of the response is over require more comprehensive training.

11 MARCH 2006 WORKER TRAINING BEGINS PROGRAM STAFF AND CARPENTERS’ JOINT APPRENTICESHIP TRAINING CENTER STAFF REFURBISHED FACILITY AND TRAINING COMMENCED WITH THE USE OF GENERATORS SUPPLYING ELECTRICITY. TRAINING PLAN MODIFIED TO MEET WORKFORCE DEMANDS

17 CONTRACTORS SEEK ASSISTANCE TO GET WORKERS TRAINED AND CERTIFIED IN ASBESTOS ABATEMENT CPWR SUBMITTED CURRICULUM TO STATE OF LA FOR ACCREDITATION- TRAINERS CERTIFIED AND TRAINING BEGAN IN EARLY APRIL 2006. 287 WORKERS TRAINED & CERTIFIED IN 32-HR. ASBESTOS ABATEMENT VIA 17 COURSES AW COURSE ADDED TO TRACK II TRAINING MODULE – QUID PRO QUO NEGOTIATED WITH CONTRACTORS –16 OF 28 MWTP STUDENTS CERTIFIED AND WENT TO WORK WITH PARTICIPATING CONTRACTORS

18 GRADUATES GO TO WORK IN CLEANUP

19 POST-KATRINA TRAINING RESULTS TRAINED 31 TRAINEES IN 2 TRAINING CYCLES OF TRACKS I AND II GRADUATED 28 TRAINEES PLACED 20 GRADUATES –4 GRADUATES RETURNED TO TEXAS –1 CALLED BACK TO WORK WITH CITY –3 UNABLE TO SECURE EMPLOYMENT

20 GRADUATES WORKING IN CONSTRUCTION HELPING TO REBUILD & RESTORE NEW ORLEANS

21 EPA KATRINA SUPPLEMENTAL TRAINING SINCE AUGUST 2006 TRAINED 43 STUDENTS IN TRACKS I AND II PLACEMENTS ONGOING WILL RESUME REGULAR MWTP TRAINING IN JANUARY 2007

22 SUCCESS STORY EMMANUEL ENTERED THE PROGRAM AS A 20 YEAR OLD WHO HAD JOURNEYED THRU THE STREETS OF NEW ORLEANS AND WAS A PRODUCT OF THE RAVAGING IMPACT OF THE SOCIAL ILLS PLAGUING THE COMMUNITY. WITH CONSISTENT COUNSELING HE GRADUATED THE TRAINING PROGRAM, WENT TO WORK FOR BOH BROTHERS UNION CONTRACTOR AND STAYED IN THE APPRENTICESHIP UNTIL HE BECAME A JOURNEYMAN CARPENTER. HE GOT MARRIED, BOUGHT A HOME IN NEW ORLEANS AND WAS WORKING UNTIL THE LEVEES BROKE.

23 EMMANUEL WAS EVACUATED TO TEXAS BUT RETURNED TO NEW ORLEANS SHORTLY AFTER RESIDENTS WERE ALLOWED. UPON HIS RETURN HE WENT TO WORK IMMEDIATELY; HOWEVER, HE DIDN’T HAVE PERMANENT HOUSING AND WAS UNABLE FOR HIS FAMILY TO RETURN. AFTER WORKING FOR ALMOST 9 MONTHS, EMMANUEL WAS ABLE TO START RESTORING HIS HOME. TODAY, HE CONTINUES TO WORK ON HIS HOME AND EXPECTS TO BRING HIS FAMILY BACK WITHIN A FEW MONTHS AND RETURN TO WORKING WITH HIS TOOLS. EMMANUEL ALSO SERVES ON THE ADVISORY COMMITTEE OF THE MWTP AND IS AN INVALUABLE MEMBER BRINGING FIRST-HAND EXPERIENCES THAT HELP GUIDE THE PLANNING AND IMPLEMENTATION OF FUTURE TRAINING.
