2. Presidential Memorandum – 2 June 2010 mandates extension of benefits to SSDP where not prohibited by law. Uniform (all NAF Services) affidavit being drafted –Acknowledge relationship –Dissolve relationship Tax issues/computations being drafted –Sec 125 n/a for portion of premium attributed to SSDP –Imputed income implications When DoD 1400.25 v 1401 signed all benefits extended to a “spouse” must be extended equally to SSDP. –If signed prior to open enrollment will be extended to include SSDP –If signed after open enrollment cut off date may have special open enrollment period.

Same Sex Domestic Partners SSDP Definition of SSDP –Committed relationship of two people of same sex who: Are each other’s sole domestic partner Maintain common residence Are at least age 18 Share responsibility for significant measure of each other’s financial obligations Are not married or joined in civil union to anyone else Are not the domestic partner of anyone else Are not related in anyway that would prevent marriage if they were of the opposite sex Are willing to certify their relationship via affidavit Are willing to disclose the dissolution of the relationship 3
