6 Indicator 5.4 Create and implement a documented continuous improvement process that describes the gathering, analysis, and use of student achievement data to ensure student success at all levels. Evidence and Rationale: A review of evidence by the External Review Team reveals significant progress in designing a comprehensive assessment system. The district does have an adaptable action plan based on the district goals. However, the review also highlighted inconsistencies in the development and implementation of district-wide assessment procedures. Evidence shows that common, formative assessments are being developed, but they often appear to lack continuity and are not uniformly implemented. Staff expresses a desire for formative assessments to be common across the district. Interviews and observations suggest differences in how formative and summative student achievement data are used by each building and what role it has in making instructional decisions. An organized, inclusive district process to align and analyze all assessments to create individual assessment profiles supports timely instruction that directly targets a student's needs. 7 Indicator 4.6 Examine the North Platte Public Schools Technology Plan goals and implement an action plan that ensures student use of digital tools to increase active student engagement and learning. Evidence and Rationale: Artifacts, interviews, and observations indicate limited student use of digital tools to engage and expand student learning. The district has a draft technology plan that has goals for student use of technology. Student interviews indicate a desire to use digital tools to enhance their learning. The district technology plan provides a foundation for the development of a systematic, systemic action plan that includes a timeline and an analysis of fiscal and personnel resources. Teachers indicate a necessity for professional development that focuses on how to use digital tools to engage students in mastering grade level and course objectives. District-wide guidelines, structures, and procedures for student use of digital/technology tools provide direction and ensure students are supported in learning 21st century skills. 8 Indicator 3.3 Implement instructional strategies throughout the district that ensure active student engagement and the development of 21st Century skills, including opportunities for student collaboration, self-reflection, critical thinking, and the use of technology. Evidence and Rationale: In some classrooms, the External Review Team observed students actively engaged in their learning; however, this did not appear to be a district-wide instructional practice. Learning expectations were usually posted in the classroom; however, the student products rarely reflected inquiry or project based learning. Secondary students stated it was uncommon to use technology to enhance their learning and usually learning was textbook and a paper/pencil assignment. Student responses indicated they did work in groups on an assignment; however, they reported they usually did not see value in what they were learning and how they would use what they learned in "real life." There were classrooms and content areas highlighted by parents and students where students are engaged and understand the relevance of their learning. The opportunity exists to expand student engagement in meaningful learning throughout the school day. Active student engagement in rigorous and relevant activities is critical to increasing student achievement.
