3 History Formed in 1972 Effective wastewater and stormwater management Organized Under Ohio Revised Code Chapter 6119 Employs approximately 600 people Spends approximately $200 million on construction and $40 million on goods and services

4 MBE/WBE Program MBE/WBE program adopted –June 9, 1998 17 years since a disparity study performed, therefore program no longer legally defensible SBE program adopted April 30, 2009 * Best practice- Conduct a disparity study

5 SBE Program Application Program application –Cincinnati –Milwaukee –Cleveland –Atlanta –New Orleans –San Diego –Palm Beach –Many more… *Best Practice – to create a user friendly application

6 Certification Requirements –Goods and Services –Construction and Engineering *Best practice -to increase the number of certified firms, creating a competitive bidding environment which will result in financial savings to the District.

7 Size Standards North American Industry Classification System (NAICS Codes) –Full NAICS (defined by SBA) –Half size standard –Third of the size standard * Best Practice – NEORSD created size standards which would best fit our program and regional needs.

8 Geographical Limits Geographical limits –Cuyahoga –Lake –Lorain –Summit *Best Practice – 4 Counties are located in the District’s service area. The goal is to stimulate the local economy.

9 Software Application Contract Compliance Software System Business to Government Now (B2G) – Web based system –Compliance –Monitoring and tracking MBE/WBE/SBE dollars * Best Practice – Implemented a system that captured all of the District’s needs.
