C. Suresh Babu UIDAI Regional Office Hyderabad 1

2 Collect - Validate- Link
Aadhaar details may be collected using different channels Collection Aadhaar can be validated using applications / services provided by UIDAI

3 UID Seeding – Details Captured
UID No. (or) EID No. Mobile No In case, Aadhaar/Eid could not be collected, record reason; Permanently Migrated Death Not Enrolled for Aadhaar

4 Possible Aadhaar Collection Options (Organic Seeding Recommended)
Dept. Touch Points/ Door to Door (Many Depts) Camp (Many Districts) Portal (Banks) Mobile App (MNREGA) IVRS (DBTL) SMS Drop-box (DBTL)

5 Seeding Status in Major Schemes: Tamil Nadu
Application Total Beneficiaries Aadhaar Seeded % Seeding MNREGA 90,14,320 63,55,448 69 PDS** 5,20,920 2,44,824 47 Pensions 19,66,740 17,90,439 91 Scholarships 6,22,848 1,11,000 18 **End to end computerization of PDS being piloted in two districts

6 Why Seeding To establish identity of a beneficiary To avoid repeated KYC Checks/ verification De-duplication & Cleansing of Database by removing duplicates/fake/ghost names To initiate Aadhaar enabled Direct Benefit Transfer Facilitates link-up with other Scheme databases

7 Aadhaar Seeding – Benefits to Govt
To harness above benefits, Aadhaar enabled applications need to follow Seeding

8 Seeding Validation (http://uidai. gov
Seeding is the most critical and time consuming exercise Validation is essential to ensure correctness of seeding Aadhaar only a PoI & PoA but not proof of Age/ DoB Seeding Validation Tools; Data Comparison Tools provided by SRDH Advance Search log-Ins DSDV Access Bulk Demographic Authentication Biometric Authentication – through a PoS device eKYC Field Verification

9 One single consolidated
What is SRDH? One single consolidated Resident Data Hub for the State Common Database with all resident records with Aadhaar numbers and KYR information. Utilities for access to Aadhaar KYR For Seeding Framework for seeding of resident databases of the departments with Aadhaar number Framework for departments to access resident data, as available in SRDH, and clean their databases Institutional Set up Institutional arrangements for ownership and management Nodal Department in State SRDH Nodal Department for Authentication Services to other Departments

10 Data Comparison Tools -SRDH Service
In Verifier Login, data from UIDAI & Department is fetched as below

11 SRDH Service – Few Constraints
Non-consent UID data would not be available Data of residents enrolled outside the State would not be available Time gap between UIDAI data & SRDH data (reg. incremental data sharing) Delays in incorporation of UID Data Overall Service Support to Depts.

12 Advance Search Log-In (UIDAI RO Provides)

13 DSDV Tool (Dept to become Authentication User Agency- AUA)

14 DSDV Tool (Dept to become AUA)
Demographic details along with photo would be sent as a single image file. Would made available only on White listed IPs. Operator credentials & OTP to log-in Optical watermark with text DSDV 2.2, AUA Name, Time & Date, Gateway IP / Machine IP, Client User Name

15 Bulk Demographic Auth (Dept. to become AUA)
YES OR NO = + Demographics Name, Gender DOB, Address

18 Seeding through PoS (Dept to become AUA)

19 Aadhaar eKYC (Dept to become KUA- eKYC User Agency)
The Aadhaar e-KYC service instantaneously provides KYC data upon successful authentication of benf. KYC data can be stored Name Gender Address Date of birth Photograph e-KYC data is useful for seeding as well as validation of seeding.

21 Readiness for Seeding - Strategy
Own up seeding activity Finalizing collection modes Finalizing verification tools Designating seeders / Verifiers /Approvers Application Development and Integration Issue of GOs/ Circulars on seeding IEC & Training Monitoring & MIS

22 Readiness for Seeding - Role of District Admn.
Implementation and Monitoring Periodic Review Meetings Information dissemination/Press briefings Grievance Redressal Mechanism

23 What can be expected from UIDAI
On-boarding support for seeding Tools Awareness Building and Sensitization Monitoring support Field visits Training & Capacity Building

24 Best Practices of Seeding
Incorporating Verhoeff algorithm into Seeding software Software should not permit seeding of Aadhaars starting with ‘0’ or ‘1’ Aadhaar may be entered in ‘xxxx xxxx xxxx’, to avoid errors Mission mode approach by the District Administrative machinery / Departments As for as possible avoid EID Seeding. Dept. can send EIDs to UIDAI RO for bulk status check.

25 Best Practices of Seeding
Demographic Authentication suggested (as second level check) for Aadhaar seeded & verified units. De-duplicate Aadhaars seeded at State level & initiate weed-out process with due field verification. Once seeded & verified, dept. to freeze the seeded records to avoid further changes (Only Senior Officers be allowed to modify)

26 Thank You
