RULES: 1.The subject is DOING the action. EXAMPLE: The government should have evacuated us earlier. The flood could have killed our pets. We might have saved our financial records if we’d had them in a safe. ACTIVE Unit 4 – p. 72 PAST MODALS - ACTIVE VOICE 3

RULES: 1.The subject is RECEIVING the action. EXAMPLE: We should have been evacuated earlier. (who should do it?) Our pets could have been killed. (killed by who?) Our financial records might have been saved if we’d had them in a safe. PASSIVE Unit 4 – p. 72 PAST MODALS - PASSIVE VOICE 4
