Panel Discussion Strategy to Achieve Targets under UN Sustainable Development Goals in Water Sector Presented by Avinash C Tyagi Secretary General, International Commission on Irrigation and Drainage INDIA WATER WEEK 2016 6 April 2016, NEW DELHI

2 The Millennium Development Goals

MDG 7: Ensure environmental sustainability Target 10: Between 1990 and 2015, halve the proportion of the population without sustainable access to safe drinking water and basic sanitation Millennium Development Goals Targets and Indicators MDG Indicator 30: Proportion of the population using an “improved” source of drinking water MDG Indicator 31: Proportion of the population using an “improved” sanitation facility

Building the Future we want June 2012, Rio de Janerio, Brazil

Sustainable Development “development that meets the needs of the present without compromising the ability of future generations to meet their own needs”

Living within environmental limits Achieving a sustainable economy Promoting good governance Using Sound Science responsibly Ensuring strong healthy and just society

Moving from commitments to results: Implementing the 2030 Agenda 17 Sustainable Development Goals 169 associated Targets To be monitored through INDICATORS Inter-Agency and Expert Group on Sustainable Development Goal Indicators (India is a member of this Group)

Indicator Framework for Global Monitoring It is recognized that certain indicators do not cover all aspects of a given goal Indicators shortcomings Tier I: for which an established methodology exists and data are already widely available; Tier II: for which a methodology has been established but for which data are not easily available; Tier III: for which an internationally agreed methodology has not yet been developed. Framework adopted by UN Statistics Commission in March 2016

Goal 6: Ensure availability and sustainable management of water and sanitation for all Target 6.1 By 2030, achieve universal and equitable access to safe and affordable drinking water for all. INDICATORS: 6.1.1 Proportion of population using safely managed drinking water services Target 6.2 By 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations.  6.2.1 Proportion of population using safely managed sanitation services

Goal 6: Ensure availability and sustainable management of water and sanitation for all Target 6.3 By 2030, improve water quality by reducing pollution, eliminating dumping and minimizing release of hazardous chemicals and materials, halving the proportion of untreated wastewater and substantially increasing recycling and safe reuse globally.  6.3.1 Proportion of wastewater safely treated  6.3.2 Proportion of bodies of water with good ambient water quality

Target 6.4 By 2030, substantially increase water-use efficiency across all sectors and ensure sustainable withdrawals and supply of freshwater to address water scarcity and substantially reduce the number of people suffering from water scarcity.  6.4.1 Change in water-use efficiency over time  6.4.2 Level of water stress: freshwater withdrawal as a proportion of available freshwater resources

Target 6.5 By 2030, implement integrated water resources management at all levels, including through transboundary cooperation as appropriate  6.5.1 Degree of integrated water resources management implementation (0-100)  6.5.2 Proportion of transboundary basin area with an operational arrangement for water cooperation Target 6.6 By 2020, protect and restore water-related ecosystems, including mountains, forests, wetlands, rivers, aquifers and lakes.  6.6.1 Change in the extent of water-related ecosystems over time

Target 6.a By 2030, expand international cooperation and capacity-building support to developing countries in water- and sanitation related activities and programmes, including ….., water efficiency, wastewater treatment, recycling and reuse technologies  6.a.1 Amount of water- and sanitation-related official development assistance that is part of a government-coordinated spending plan Target 6.b Support and strengthen the participation of local communities in improving water and sanitation management.  6.b.1 Proportion of local administrative units with established and operational policies and procedures for participation of local communities in water and sanitation management

Goal 2. End hunger, achieve food security and improved nutrition and promote sustainable agriculture Target 2.4 By 2030, ensure sustainable food production systems and implement resilient agricultural practices that increase productivity and production……, that strengthen capacity for adaptation to climate change, extreme weather, drought, flooding and other disasters and that progressively improve land and soil quality 2.4.1* Percentage of agricultural area under sustainable agricultural practices 2.4.2* Percentage of agricultural households using irrigation systems compared to all agricultural households

Mainstreaming SDGs into relevant national development policies and programmes Set up a database and metadata framework for all the indicators Set up common platforms in various themes Build capacity within the country in this regard Define additional indicators where the national context requires

Goal 2. End hunger, achieve food security and improved nutrition and promote sustainable agriculture Target 2.3: By 2030, double the agricultural productivity and incomes of small-scale food producers, in particular women …..  2.3.1 Volume of production per labour unit by classes of farming/pastoral/forestry enterprise size  XXX: India specific

Goal 13. Take urgent action to combat climate change and its impacts Target 13.2: Integrate climate change measures into national policies, strategies and planning Indicator X: For Water/ Irrigation Sector Indicator XX: India Specific - Establishment of Early Warning Systems

ICID in association with Indian National Committee agreed to host the 9 th International Micro Irrigation Conference, 2019-2020. Ministerial Roundtable on Rural Transformation through Efficient Agriculture Water Management Chiang Mai, Thailand, 06-08 Nov. 2016 Water management in a changing world: Role of Irrigation in Sustainable Food Production

Follow up and review processes at all levels will be guided by the following principles: Voluntary and country-led, Support countries in making informed policy choices, Will be open, inclusive, participatory and transparent, Build on existing platforms and processes, Informed by country-led evaluations and data Require enhanced capacity-building support for developing countries Governments have the primary responsibility for follow up and review, at the national, regional and global levels

National Implementation…some essential steps Identify ways to effectively mainstream SDGs into relevant national sustainable development policies and programmes Sensitize government and other development institutions within the country to streamline SDGs into their activities Make use of the UN development system to support this Actively engage with international specialized networks and communities of practice in various themes Identify key areas for making progress on and building national and sub-national capacities for sustainable development. Identify and nurture partnerships that effectively contribute to capacity building Identify and take steps to ensure that all stakeholders, can readily exchange information and experiences. Establish and nurture "peer exchange“.
