6  Gender disparities in access to primary and secondary school enrolment have almost been eliminated; however, there is concern about educational disparities that affect boys.  The Division of Gender Relations is proactive in raising awareness of domestic violence and gender based violence (GBV), but is no national action plan to eliminate GBV. Between 2008 and 2010, 1,446 domestic violence cases were brought before the courts.  Education: Female literacy rate is 90% and male literacy rate is 87%.  Primary enrolment rates are 91 % for males and 94 % for females, and the ratio of girls to boys at Secondary level is 1.04. The ratio of male/female students in tertiary education is 2.25.  Labour Market: The labour force participation rate is 59 % for females and 73% for males. The national unemployment rate is 23.9 % (19 % male; 22 % female), and higher among youth.

17  Indicators and targets are not sufficiently discussed and coordinated within the ministries leading the implementation of the MDGs.  Localization of the MDG document  Monitoring has been a challenge, in some cases some gains have been reversed.
