2. I NTRODUCTION Jeevan Pramaan is a biometric enabled digital service for pensioners. Pensioners of Central Government, State Government or any other Government organization can take benefit of this facility. More than 1 Crore families in India can be classified as pensioner families, where the pension disbursed by the various government bodies forms the basis for their income and sustainability. In addition to this, the number of Army and Defense Personnel drawing pension exceeds 25 lakhs. One of the major requisites for the pensioners is to provide life certificates to the authorized pension disbursing agencies (like the state treasuries / nationalized banks), then only their pension is credited to their accounts. In order to get this life certificates, the individual drawing the pension is required to have the Life Certificate issued by medical authority and have it delivered to the disbursing agency.

This very requirement of personally being present in front of disbursing agency or getting a life certificate often becomes a major hurdle in the process of seamless transfer of pension amount to the pensioner. When a retired officer moves to different location either with their family or other reasons, it is a huge logistical issue when it comes to accessing their rightful pension amount. NATIONAL INFORMATICS CENTRE has developed the Digital life Certificate System for Pensioners, which is known as Jeevan Pramaan. It streamlines the process of getting this certificate and making it hassle free and much easier for the pensioners. With this initiative, the hassle of life certificate submission made simple.

4. Digital Life Certificate is a valid certificate and recognized under the IT Act. The system benefits the pensioner from having to go before the Pension disbursing Authority to prove that he/she is alive. Individual has to register once and later he can generate Jeevan Pramaan using Biometric authentication. Pensioner has to inform to the Pension Disbursing Agency that his/her Jeevan Pramaan has been generated through online registration from Jeevan Pramaan portal. The disbursing Agency can access and get the Jeevan Pramaan certificate from the portal for his pensioners though the electronic data transfer mechanism created between the portal and Bank server.

5. How it Works: Jeevan Pramaan uses the Aadhaar platform for biometric authentication of the pensioner. A successful authentication generates the Digital Life Certificate which gets stored in the Life Certificate Repository. The Pension Disbursing Agencies can access the certificate on-line.

Enrollment : Pensioner’s information like Pension Aadhaar number, Pensioner Name, PPO Number, Bank Account detail, Address, Mobile number etc are fed into the system though web based / client interface and finally pensioners person information are authenticated using the Aadhaar number and pensioner has to put his finger on to the finger print scanner or eye on the Iris scanner. There are three ways to register and get a Jeevan Pramaan  visit your nearest Citizen Service Centre and register online using CSC services  visit a Designated Office/Camp and register yourself  Download the application & install on your android based smart phone/tablet or Windows PC/Laptop and register yourself (you will need biometric device for this step) Pensioner needs to know and provide his/her Aadhaar Number, PPO Number, Bank Account number and branch detail, Name, Address etc

7. Aadhaar Authentication: Provide your biometrics, either a finger print or Iris and authenticate yourself. (Jeevan Pramaan uses the Aadhaar Platform for on-line biometric authentication ) Life Certificate: After successful authentication, the pensioner would receive an auto-generated SMS detailing his 10-digit Digital Life Certificate (DLC) Number/ Jeevan Pramaan Certificate ID. The option to provide hard copy printout of Pensioner’s Digital JPP is also available. The certificates are stored in the Life Certificate Repository Database for making it available anytime and anywhere for the pensioner and the Pension Disbursing Agency. Pensioner can sign in to view & download a pdf version of the Digital Life Certificate. The Pensioner can login by providing Pramaan ID or Aadhaar number to generate a One Time Password and use the same to sign in to the system to download the certificate.

8. Access your Certificate:  He/She can download a PDF copy of the certificate from the Jeevan Pramaan website by providing the Jeevan Pramaan ID or Aadhaar number. Pension Disbursing Agency :  The Pension Disbursing Agency can access the Life Certificate from the Jeevan Pramaan website, and download the same. Electronic Delivery :  The Life Certificates can also be electronically delivered to the Pension Disbursing Agency, without any manual intervention, on special request from the Pension Disbursing Agency.
