In 2013, Hampton experienced 3,668 crashes 3,122 were at intersections 8 fatal crashes 2 fatalities were side impact at an intersection In 2012, Hampton experienced 3,697 crashes 3,163 were at intersections 7 fatal crashes 3 fatalities were side impact at an intersection Note – Hampton PD works all collisions that occur on city streets even very minor collisions. State code only requires those over $1500 be reported to VDOT Hampton Traffic Accidents

Intersection Safety Initiative Intersection Engineering Improvements ○ Modify traffic signal timing (yellow light to 3 seconds) ○ Improve signing and marking ○ Improve sight lines ○ Adjust prevailing speeds Education ○ A well-designed public information and education campaign Traditional Enforcement ○ Law Enforcement Officers specifically target red light violators Red Light Camera Systems ○ Cost effective tool to reduce red light violations ○ Part of the comprehensive Intersection Safety Initiative

Engineering Safety Analysis Intersection and Signal Data Signal Visibility Engineering Counter Measures Signal Timing and Phasing Clearance Intervals Traffic Volume Data Crash and Enforcement Data Three-year Crash Analysis Violation Rates Law Enforcement opinions If the engineering safety analysis uncovers possible improvements, the locality must make reasonable location- specific safety improvements including signs and pavement markings

Public Awareness Program Prior to implementation a public awareness program is required Signage within 500 feet of the intersection informing motorists of the enforcement effort Evaluation and Certification Requirements Evaluation on a monthly basis to ensure all cameras and traffic signals are functioning correctly Results available to the public and available for audit by the Transportation Commissioner or the Commissioner of DMV Annual review and certification to ensure compliance with Virginia state code

How Violations Are Processed The vendor reviews the possible violation and makes a determination if in their opinion the captured event is a violation If the capture is identified as an actual violation, the vendor forwards the violation to the Police Division within 24-48 hours Not all captured incidents are actually a violation. If an event is determined by Police as a violation, the event is “approved” for further processing and sent back to the vendor This must be accomplished within 10 calendar days of the event else the violation must be voided per state code If approved, the vendor issues the administrative letter As this is a civil penalty an administrative notice is sent to the registered vehicle owner How Violations Are Processed

Make payment (maximum $50.00) Complete affidavit of “non-responsibility” stating they were not the driver If vehicle is co-owned, then they may nominate other owner as the violator Rental/leased vehicle - the rental company may nominate person that had the vehicle under contract Stolen plate/vehicle – violation dismissed Request a hearing before the local courts to contest the citation Violator’s Options

Operational Costs Require one police officer (1/2 FTE) assigned the additional duty of program coordinator to review violations The City would not incur any initial or ongoing costs with this program with the exception of the program coordinator hours System equipment and operation costs are absorbed by the vendor subject to contract specifications Subject to contract specifications the City may receive ongoing revenue from the operation of the program

Recommendations Approve a 3-year test program to gauge effectiveness with quarterly and yearly reviews Limit test program to 3-5 intersections

Quick facts: Under VAC § 15.2-968.1 Violations are ADMINISTRATIVE – NOT a “conviction” Violations DO NOT go on the drivers DMV transcript Violations WILL NOT effect insurance rates Penalty shall not exceed $50, nor shall it include court costs Minimum 0.5-second grace period between the time the signal turns red and the time a violation is recorded Information collected is limited to enforcement of violations and shall be purged no later than 60 days after the collection of any civil penalties If a summons for a violation is not executed within 10 business days all information collected pertaining to the violation shall be purged within two business days.
