Opening Remarks: How we, as buyers for the State, receive authority to spend the State’s funds The three branches of government and how they relate to procurement Also how the State Constitution works in concert with State Statutes and Rules Why do I need this information? By understanding where your authority to purchase for the state comes from, you will be armed with information to defend your decisions.

Purchasing Guidelines: Review of the requirements for certification The “primary objective of public procurement” Central Purchasing web-site navigation Our “two” purchasing Directors Impact of 2009 HB 1032 Dollar thresholds, what, when and how General procurement topics Why do I need this information? This session will provide critical information on what is required to make acquisitions at the various dollar thresholds and how and why changes have been made to our statutes.

Daron Hoggatt – State Use program Daron will provide an overview of the intent program and why utilization is not just a good idea Daron will explain the Procurement Schedule and how it is your first stop when a need is identified Daron will speak about exceptions to the program and what process should be utilized to receive an exception Why do I need this information? This will help you understand the tremendous benefits of the State Use (SU) program and your legal requirements to utilize SU contracts.

5 The sessions…. Oklahoma Correctional Industries (OCI) We will discuss the variety of products and services that are available from OCI. We will advise when you should be looking at OCI to support your agency We will provide ordering advise as well as the requirements and process for seeking an exception from OCI. Why do I need this information? It is mandatory to utilize OCI when purchasing certain items. What you don’t know CAN hurt you.

Keith Gentry – Foundation of Public Procurement (Ethics, Sole Source & Reciprocity): Keith will discuss a variety of topics including the benefits of procurement ethics, benefits of a standard solicitation package, various types of contracts to utilize and when to utilize Keith will touch on Professional services, and how reciprocity works when incorporating out of state bidding preferences in the solicitation process Why do I need this information? Keith touches on some of the most misunderstood elements within State Purchasing with the “why and how” of procurement.

Laura Bybee – Solicitation Website: Laura will lead a live demonstration of the new Central Purchasing solicitation posting site that is now available for agencies to post their solicitations Laura will also discuss the benefits and requirements to utilize this new application Why do I need this information? The vision was a common web-site that vendors can see all of the State’s solicitations. This is your opportunity to understand what is required to utilize this site for high visibility of your solicitations.

Jan Hall – Solicitation Development: Jan will demonstrate how to utilize and properly format the CP standard solicitation package Jan will review examples of what materials may be utilized for each section of the solicitation and the purpose of each section Also discussed will be standard and special terms and conditions and which may be appropriate for specific situations Why do I need this information? Solicitation development is the most important aspect of an Officer’s job. Within this session, Jan demonstrate how to create a solicitation that will satisfy your agencies need.

Keith Gentry – Various agency topics in the procurement process Keith will touch on several topics including: the use of fixed rates, agency internal purchasing procedures, agency purchasing dollar thresholds, emergency acquisitions, and incorporation of protest procedures Why do I need this information? Understanding of what some of the guidelines within the agency and the requirements in the solicitation process.

Bill Harrell – Construction and Properties: Bill will discuss the roll of Construction and Properties (CAP), the guiding legislation and some of the services available to Agencies from CAP Bill will also discuss how the CAP differs from others acquisitions made by the state and the role that is expected from our State Agencies for normal and emergency acquisitions Why do I need this information? Our Agency air-conditioning unit has quit working and it is 110 degrees, what do I do? Bill will provide guidance on this and more routine construction needs.

Carie Carman – State Leasing: Carie will discuss the roll of State Leasing and the services that they supply and the specific steps required when any new or additional space is required by your agency Also included will be a discussion of the forms that will be necessary and how an appropriate amount of space is determined Why do I need this information? One day, your Agency may need additional space. Armed with this information, you can lead your agency in the proper way to acquire.

Klaudyna Routt – Fleet Management Klaudyna will present options of satisfying an agency transportation needs along discussing benefits each solution provide, and responsibilities an agency must adhere to from the procurement and policy views Why do I need this information? This class will advise you how to navigate through State’s travel regulations that sometimes differ significantly from private practice.

Information Technology: IT Procurement will discuss the recent changes in the law that shifts Information Technology (IT) and Telecom procurement to the State Chief Information Officer (CIO) They will also include information on how you go about making a IT / Telecom acquisition and what resources are available to your agency Why do I need this information? Much has changed with the introduction if the State’s Chief Information Officer. This session will make clear your responsibilities for the purchase of Information Technology and Telecommunications products and services.

Brittany Porter– Audit Overview: Brittany will provide real-life scenarios as to what you can expect with an OMES audit Brittany discussion will include practical tips on sound procurement practices and will provide some of the more prevalent issues he encounters when conducting agency audits Why do I need this information? One day our Audit Team will visit your agency, this will prepare you with the foundation needed for a successful agency audit.

Tim Tuck– Legal / Protests: Kimberlee will provide information on common mistakes that may lead to a protest along with some best practices for the creation of a legally defendable solicitation and award. Bottom line, say what you are going to do and do what you said you would. Why do I need this information? As your Agency authority has increased, so has the potential for you to receive protests, preparation is your key defense.

Linda Powell & Richard Williams – Purchase Card & State Travel: Linda will provide an overview of our P-card program along with who can and should be utilizing Linda will compare and contrast the costs of p-card verses purchase order procurement Linda will also provide information of the basics of card security and the requirements for program administration Richard will provide an overview of the new Travel Contract along with who should be utilizing it. Why do I need this information? By understanding the advantages of the p-card program, you can assist your agency in making an informed decision to utilize this cost effective program.

Performance Information Procurement System (PIPS) We will discuss a new procurement process that is designed to identify an “expert” to provide your product or service need Working as a research partner with Arizona State University, Central Purchasing has achieved success by shifting focus from “how” we buy to “what” we buy Why do I need this information? This is an exciting new procurement methodology that the State is now utilizing as a research partner with Arizona State University. Results thus far have been impressive results.

Strategic Sourcing We will demystify the strategic sourcing process and discuss the various steps typically utilized to strategically source a product or service Discussion will include “when” strategic sourcing is a good idea and what you should be prepared to address Why do I need this information? This session provide the common sense essential elements that comprise a strategic approach to making your Agency acquisitions.

19 The Sessions…. Specification Writing We will discuss several things to consider when you are charged with developing a specification. We will discuss what should and should not be done when writing a specification. Also discussed will be real life demonstration of how specifications live forever. Why do I need this information? A clearly written specification is your key to assuring your purchase meets the requirements of your customer and that you award is defendable.

Jan Hall – OMES & DCAM Websites, PIMs Jan will provide navigation tips for finding useful procurement guidance including: Use of the OMES Main Website Use of the Central Purchasing Website (including Procurement Information Memorandums-PIMs) Use of the CIO Website Use of the DCAM Website Why do I need this information? By understanding where to go to find information you need to do your job, you no longer rely on memorization but rather have access to the most current information available.

Common Sense Negotiations: We will discuss practical steps in preparing and conducting a formal negotiation Discussion will include what is “most” important in a negotiation with a review of some basic techniques for influencing utilizing reasoning, power and rapport Also discussed will be the ZOPA (zone of possible agreement) and BATNA (best alternative to a negotiated agreement) Why do I need this information? Whether at home or at work, you will be able to utilize this session to assure you get the best deal possible.

Jan Hall – Acquisition Evaluation Jan will discuss the evaluation section of the standard solicitation package including common evaluation methods, how to provide proper guidance to your evaluation team members, and how the evaluation section works in harmony with the Scoring Tool Why do I need this information? If your award is protested, your evaluation methodology must be defendable. Jan will review critical components for your consideration.

Jan Hall – On-Line Resources Jan will provide navigation tips for finding useful procurement guidance including: Use of the Oklahoma State Courts Network General Service Administration (GSA) contracts Legal research guidance Why do I need this information? By understanding where to go to find information you need to do your job, you no longer rely on memorization but rather have access to the most current information available.

Jan Hall – Definitions, Testing and Review: Jan will cover particular areas of the NASPO text that are important for review and will field any lingering questions that need to be more fully clarified Jan will also review testing procedures for those who will be sitting for the Certified Procurement Officer (CPO) exam and the requirements for maintaining your certification Why do I need this information? Well, you do want to pass that examination don’t you? Last minute questions you may have and key definitions will be reviewed at this time.
