Millennium Engineering and Integration Company Millennium Engineering and Integration Company Millennium Engineering and Integration Company Corporate Headquarters 1400 Crystal Drive Arlington, VA 22202 Shaping the Future of Technology AS9100 and ISO9001 Registered 32nd Space Symposium, Technical Track, Colorado Springs, Colorado, United States of America Presented on April 11-12, 2016 O. “Rusty” Powell, Jack Lyle, Al Wassel, Kajal Pancholi

Millennium Engineering and Integration Company  Millennium’s Range Experience  Overview of Need for An Autonomous Flight Safety System (AFSS)  Millennium’s Sentry TM AFSS  Flight Analyst Workstation (FAWS)  Ground Support Console (GSC)  Autonomous Flight Safety Unit (AFSU)  Phases – Pre-Launch, Flight, Termination  Conclusion 1

Millennium Engineering and Integration Company Cape Canaveral Air Force Station (CCAFS) Ronald Reagan Test Site (RTS) Kennedy Space Center (KSC) Vandenberg Air Force Base (VAFB) Wallops Flight Facility (WFF) Kodiak Launch Complex (KLC) Pacific Missile Range Facility (PMRF) White Sands Missile Range (WSMR) 2  Expertise in Pad Safety and flight analysis for Launch Vehicles, Sounding Rockets, Expendable Launch Vehicles, Missiles, and experimental balloons specializing in pre-mission and mission planning and flight safety analysis.  Safety oversight of hazardous and safety critical operations.  Risk assessment process.  Produce expert launch site safety feasibility analyses, public safety analysis and reporting.

Millennium Engineering and Integration Company  Assist NASA, DoD, Commercial Space in protecting public since 1996  Using Joint Advanced Range Safety System (JARSS TM )  Advancing JARRS TM with Configurable Real-time Environment (CoRE TM )  Provide launch and range safety services at 45 th SW  Over 250 launches/scrubs  Over 9,000 45 th SW hazardous operations  Provide range safety services at Wallops Flight Facility  Over 5,000 Hazardous and Safety Critical operations  Offsite Ranges such as PMRF and WSMR 3

Millennium Engineering and Integration Company  Safety Mission - “Protect the public, the workforce, and property during range operations such as launching, flying, landing, and testing launch/flight vehicles.”  Accomplished with  Ground-based radar  Ground-based controllers  Works well but with significant costs and infrastructure 4

Millennium Engineering and Integration Company  Replaces ground-based radar with one or more on-vehicle GPS receiver; includes INS data  Compares GPS/INS data to pre-loaded mission data load  Greatly reduces decision response time – from 5 seconds to 0.5-0.7 seconds  Removes safety need for tracking radars and command transmitters  Improves cybersecurity by removing need for ground-to- vehicle communications in case of flight termination  Reduces criticality and timeliness requirements for telemetry  Results – resilient, launch on demand, assured access to space 5

Millennium Engineering and Integration Company 6 Millennium’s SENTRY TM Autonomous Flight Safety System Multiple GPS sources (4 minimum) L-band signal Fouled range Aborted launch Command Center S-band signal downlink Cost reduction - offsite radar and command sites eliminated  Suite of products provides  Mission planning  Mission simulation  Flight mission data generation  Real-time onboard mission monitoring  Yields  Reduced O&M costs  Higher ops tempo  Launch site flexibility

Millennium Engineering and Integration Company 7 SENTRY TM – Millennium’s AFSS SENTRY TM Ground Support Console Mission data loader and on-vehicle AFSU checkout during Pre-Launch Operations then acts as real- time situational display during Launch Operations. Real-Time Telemetry Display FAWS TM Flight Analyst Workstation provides and utilizes pre-flight mission planning and safety analysis to generate the Flight Safety rules. FAWS TM then simulates off nominal missions with high-fidelity precision and dynamic displays to test and validate the rules and mission data. AFSU FAWS TM tested and verified Mission Data Load on the flight unit produced by Millennium or 3 rd Party Manufacturer.

Millennium Engineering and Integration Company 8 Situational Display SENTRY TM Ground Support Console FAWS TM AFSU Installation

Millennium Engineering and Integration Company 9  Via GUI, assess, quantify, and mitigate flight hazards and risk  Output includes flight termination lines, no fly zones, and exit gates  Includes range-approved Core Autonomous Safety Software (CASS)  Gives environment to verify rules responding as expected  Rules converted to Mission Data Load Trajectory Overlay Display FAWS TM Display

Millennium Engineering and Integration Company 10  Interface between FAWS TM pre-flight planning, mission data, and flight rules, and the AFSU box  COTS hardware  Mission loader and on-board vehicle check-out  Real-time situational awareness console during operations  Supports Post-Mission Analysis - Flight Rules and Mission Data - Safety Analysis Report SENTRY TM Ground Support Console AFSU Generating Flight Rules AFSU “Smart” Box“Blank” Box

Millennium Engineering and Integration Company 11  Endures rigorous lab testing; GPS signals induced on the box  Installed on launch vehicle during vehicle processing  GSC acts as real-time system monitor

Millennium Engineering and Integration Company 12  Flight safety personnel use ground equipment  Checkout of pre-loaded and previously installed AFSU functioning properly  Clear to launch decision Fouled range

Millennium Engineering and Integration Company 13  AFSU  Compares MDL with current vehicle data  Utilizes GPS and/or INS data  Navigated state compared with flight rules using high sampling rate

Millennium Engineering and Integration Company 14  Flight anomaly detected  Sentry TM  Notifies command center  Renders safe conclusion to the flight

Millennium Engineering and Integration Company  Benefits  Reduced reaction time  Larger operations window  Lower O&M costs  Improved cybersecurity  Millennium Difference  Significant operational knowledge at multiple ranges  Higher operations tempo  Enables launch site geographic flexibility  Improves anomalous situation responsiveness 15
