Introduction What is “Industry”? Production of economic goods or services within an economy Segment of an economy, including agriculture, construction, fisheries, forestry and manufacturing Classified into three sectors: primary or extractive, secondary or manufacturing, and tertiary or services. Some authors add quaternary (knowledge) or even quinary (culture and research) sectors

Functions Initiate and formulate policies, legislation and strategies for industrial development; Promote industrial research, science and innovation; Acquire, develop, advance and promote appropriate technologies; Collect, analyze and disseminate information on industry sector for policy guidance and decision making;

Functions Support the development and transformation of the informal sector (Jua- kali) and indigenous technologies; Support the development of Small and Micro Enterprises (SMEs) and industries with a major focus on backward and forward linkages; Develop and promote standardization and enforce compliance with technical regulations; and

Functions Develop specialized skills to support industrial development. Coordinate, promote and support establishment of linkages and partnerships with other Ministries, Departments and Agencies (MDAs) and private sector to enhance values and benefits from the sector; Oversee statutory, trust and other special program institutions under the sector

Policy Framework The National Industrial Policy Was approved by Cabinet in February 2008 Principle focus is on: Exploiting and developing natural domestic resource based industries; Agro processing; Knowledge based industries; and Engineering for capital goods

EAC Industrialization Policy Underpinned by national industrialization policies and strategies Draws lessons from best regional and international practices Objectives include: a) Diversifying the manufacturing base and raising local value added content of resource bases Raise exports to 40% from 8.62%

EAC Industrialization Policy b) Strengthen national and regional institutional frameworks c) Strengthen Research and Development (R&D), technology and innovation capabilities d) Increase the contribution of (i) intra- regional manufacturing exports (ii)increase the share of manufactured exports relative to total merchandise e)Transform Micro Small and Medium Enterprises into viable and sustainable business entities

Affiliated Institutions Uganda National Bureau of Standards (UNBS) Uganda Industrial Research Institute (UIRI) Management Training and Advisory Center (MTAC) All have governance structure of a Board, Management and Staff and report to MTIC

UNBS A statutory organization established by an Act of Parliament of June 1983 Headquarters is located in Nakawa Industrial Area with regional offices in Lira, Mbale, Jinja, Kampala and Mbarara A member of the International Organization for Standardization (ISO) and also a member of the Africa Regional Organization for Standardization (ARSO).

UNBS The National contact point for FAO/WHO Codex Alimentarius Commission, which is responsible for the world-wide food standards programme Enquiry Point responsible for World Trade Organization (WTO) with respect to the Agreements on Technical Barriers to Trade (TBT) and on Application of Sanitary and Phyto-sanitary Measures (SPS).

Objectives of UNBS Formulate and promote the use of National standards Develop quality control and quality assurance systems that will enhance consumer protection, public health and safety, industrial and commercial development and international trade, among others

UIRI Mandate To undertake applied research and to develop and/or acquire appropriate technology in order to create a strong, effective and competitive industrial sector i Lead agency for industrialization, established by an Act of Parliament

UIRI The organization is geared towards: Technology Development and Transfer Business Development Industrial Services Pilot Plants and Prototyping MSI

MTAC Located in Nakawa Industrial Area The mission of MTAC is "To promote Entrepreneurship and improve Management performance for sustainable development". Offers short and medium term courses on business related courses.

Challenges and constraints Inadequate physical infrastructure; roads, railways, power & water supply. Lack of serviced industrial parks. Low Science, Technology and Innovation (STI) capabilities. Poor and unreliable supply of inputs Limited Access to Credit – especially for MSME’s Low level of technical and managerial skills Low labour productivity- absenteeism, poor work culture, late coming, etc Counterfeits and sub standard goods

Conclusion Industrial development is a key strategy in employment creation, production of goods and services for both local and international trade and wealth creation DCOs play a pivotal role in coordination between MTIC and local governments. Exposures like this enhance understanding of roles and expectations leading to better service delivery
