3 Local cable & telecommunications franchising – 5% of gross revenues franchise fees – Equivalent of 3% of gross revenues PEG capital fees – 3 cable franchise providers offering competitive triple play to 70% of county residents – Numerous telecommunications franchises using public rights-of-way for business, backhaul, DAS services

4 Montgomery County MD Wireless Transmission Facilities Coordination – Began in 1996 to coordinate applications for use of public property, including schools, WSSC, M-NCPPC, permitting, and engineering – Coordination required for minor modifications, collocations, new structures – TFCG process prevents interference issues and maintains database – Code encourages colocations and placement of facilities in pre-zoned areas – Over 1,400 transmission facilities have been approved at over 450 locations within the County – Average processing time is 40 days and goal is 30 days with completed applications

5 Montgomery County MD County recovers less than 70% of TFCG engineering costs and zero recovery of staff costs Franchise partnerships & fees used to construct and operate “FiberNet” – Future-proof fiber optical network that provides voice, video, data and public safety communications services to 312 locations with 38 additional sites under construction – 100 MBPS symmetrical service is standard, with 10 GBPS at key locations, and plan to provide 1GBPS service as standard within 4 years – Annual operating cost of $1.5 million provides services values at $4.7 million annually

6 Montgomery County MD One Maryland Broadband ARRA/BTOP Grant – Extend Network Maryland, interconnect all 24 counties and extend government I-Net to more than 1,000 community anchor institutions Mont. Co. ARRA/BTOP – 109 locations – Extends FiberNet to 90 elementary schools and 18 public housing sites – In 1/3 of schools, 50% receive FARM – Technology center & telemed potential
